On the morning of January 11, in Hanoi, Politburo Member, Secretary of the Party Committee, Prime Minister Pham Minh Chinh chaired the conference to summarize the work in 2025 and deploy the directions and tasks for 2026 of the Executive Committee of the Government Party Committee.
Speaking at the opening of the conference, the Prime Minister clearly stated that 2025 is the last year of the term, a special year for the Government Party Committee, the first time the Government Party Committee has been established, consolidated, and put into operation.
The establishment of the Government Party Committee is a major policy of the Central Government, a step of innovation in the Party's leadership method towards the Government; strengthening the Party's comprehensive and direct leadership over the Government's management and administration.
Ensuring unity and synchronization in leading Party building work and implementing political tasks, socio-economic development, national defense and security, foreign affairs, and building a socialist rule-of-law state of Vietnam in the new period with higher requirements and greater goals.
Organizing the revolution in arranging the organizational structure of the political system, the Party Committee of the Government has led the Government to complete the tasks of summarizing the implementation of Resolution No. 18-NQ/TW; issuing documents directing, urging, and guiding ministries, branches, and localities to implement the arrangement and streamlining of the organizational structure.
Submitting to the National Assembly for approval the Law on Organization of the Government, Resolution on the structure of the Government organization; Law on Organization of local government... (according to 34 new provincial-level units); drastically and organize the operation of the 2-level local government model.
The Party Committee of the Government leads socio-economic development in 2025, achieving and exceeding all 15/15 key targets; GDP growth reached 8.02% (belonging to the high group of the region and the world); the economic scale reached about 514 billion USD, ranking 32nd in the world; per capita income is estimated at about 5,026 USD, belonging to the group of high-middle-income countries...
Regarding the direction and tasks for 2026, the Government Party Committee determined to thoroughly grasp and synchronously and strictly implement regulations on personnel work at all levels.
Implement new regulations according to the policy of innovating the method of evaluating and evaluating cadres; continue to drastically, synchronously, and effectively implement the policy of arranging leadership positions that are not local people.
Continue to focus on completing the organizational structure; reviewing and arranging public service units, state-owned enterprises and focal points within agencies and organizations in the political system. Effectively implement regimes and policies for cadres, civil servants, and employees affected by the arrangement of organizations and structures.
Regarding socio-economic development; administrative reform, resolving petitions, preventing and combating corruption, wastefulness, and negativity, the Government Party Committee identifies key tasks and solutions.
Accordingly, promote growth, maintain macroeconomic stability, control inflation, and ensure major balances. Strive for GDP growth in 2026 to reach 10% or more; GDP per capita to reach 5,400 - 5,500 USD.
Establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science and technology, innovation and digital transformation as the main driving force.
