Criteria for evaluating civil servants and public employees to streamline staff according to Decree 178

Decree 178/2024 stipulates groups of criteria for evaluating civil servants and public employees, as a basis for selecting personnel streamlining subjects when arranging the organizational structure.

The Ministry of Home Affairs has just requested ministries, agencies, and localities to conduct a general review and be responsible for the results of policy settlement for cases that have been decided to quit their jobs according to Decree 178/2024 (amended and supplemented in Decree 67/2025), after the State Audit pointed out many errors.

According to the State Audit's report, some localities have not issued guiding documents for criteria, concretizing regulations in Article 6 of Decree 178/2024.

This leads to a lack of specific orientation in identifying subjects who must quit their jobs due to arrangement, organization of the apparatus and keeping people with capacity, qualifications, experience, good achievements and long working time to continue working.

Some agencies and units have not conducted a comprehensive review of the quality of cadres, civil servants, and public employees to determine the subjects who must quit their jobs due to the arrangement of the organizational structure in accordance with the guidance.

Regarding the criteria for evaluating cadres, civil servants, public employees and laborers to implement the arrangement of the organizational structure, streamlining staff and restructuring, improving the quality of cadres and civil servants and resolving policies and regimes, the Government clearly stipulates in Article 6 of Decree 178/2024 (amended and supplemented in Decree 67/2025) to guide this content.

Accordingly, the collective of Party committees, authorities and heads of each agency, organization, and unit must conduct reviews and assessments for all cadres, civil servants, public employees and employees under their management scope based on the results of task implementation in the last 3 years according to specific criteria.

First, criteria for evaluating the moral qualities, sense of responsibility, discipline and order in performing tasks and public duties of cadres, civil servants, public employees and laborers.

Second, evaluation criteria for professional and nghiệp vụ capacity; ability to meet requirements for progress, time, and quality of task performance, regular and unexpected public duties.

Third, the evaluation criteria for the results and products of work associated with the functions and tasks of agencies, organizations, and units that cadres, civil servants, public employees, and employees have achieved.

For cadres, civil servants, and public employees who are assessed as having outstanding qualities and abilities, they must meet the above 3 criteria, and at the same time must ensure evaluation criteria for innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good and having typical and outstanding achievements, bringing benefits to agencies, organizations, and units.
