The Ministry of Home Affairs has just requested ministries, agencies, and localities to conduct a general review and be responsible for the results of policy settlement for cases that have been decided to quit their jobs according to Decree 178/2024 (amended and supplemented in Decree 67/2025), after the State Audit pointed out many errors.

The review results must be sent to the Ministry of Home Affairs before September 15, 2026 for summarization and reporting to the Prime Minister.

Regarding the principles of implementing policies and regimes according to Decree 178/2024, the Government clearly stipulates in Article 3 to guide this content.

In which, ensuring the principle of democratic centralism, objectivity, fairness, publicity, transparency and in accordance with the law.

Ensuring that no later than 5 years from the date the decision on organizational structure arrangement of the competent authority takes effect, the number of leading and managing cadres and the number of cadres, civil servants, public employees, and employees in agencies, organizations and units in the political system after arrangement are in accordance with regulations.

Ensure timely and full payment of policies and regimes in accordance with the law; use the state budget correctly and effectively.

Each agency, organization, and unit must conduct a review and overall assessment of officials, civil servants, public employees and employees impartially and objectively based on assessing the qualities, capacity, performance results and level of task completion according to job position requirements of officials, civil servants, public employees and employees; on that basis, implement the arrangement and streamlining of staff and implement policies and regimes for officials, civil servants, public employees and employees.

Article 3 of Decree 178/2024 clearly stipulates that the collective leadership of Party committees, authorities and heads of agencies, organizations, and units are responsible for evaluating, screening, and selecting resigned subjects associated with restructuring and improving the quality of the contingent of cadres, civil servants, and public employees under their management to ensure that agencies, organizations, and units operate effectively, efficiently, and efficiently.
