Finding a job to make a living, many poor workers are gullible and then scammed into crossing the border, facing the risk of forced labor and human trafficking.

Fraudulent tricks to get people across the border

Hung Yen Provincial Police have just warned about the scam of "working overtime at the end of the year" in cyberspace.

Accordingly, taking advantage of the need to find seasonal jobs, with the number of additional jobs during Tet increasing, bad guys increase the use of social media accounts to post propaganda articles, luring people to "go to work immediately, no need for documents".

According to the authorities, this scam is being carried out with the purpose of appropriating people's property, even defrauding people across foreign borders to force labor or become victims of human trafficking crimes.

Regarding methods and tricks, the subjects create "virtual" websites and social network accounts with interfaces like real companies. They even forge documents and seals to create trust.

The subjects posted articles on social networks such as Facebook, Zalo, TikTok... with the content of searching for workers. These posts are combined with real or AI-produced videos and images of work with attractive titles such as "easy work, income of 18-20 million VND/month", "no need for experience", "quick trip, go to work right away" ... to attract.

If people contacted, the subjects would advise, promise favorable work and request a deposit transfer of a certain amount. They can also request payment for service fees before introducing jobs, but in fact, the purpose is to appropriate people's assets.

In addition, bad guys also target tricks to lure and entic workers to work far away to earn high incomes. However, this is actually a scam to take people across the border abroad to force, force labor or become victims of human trafficking crimes.

Hung Yen Provincial Police emphasized that the subjects often target people who are gullible, lack legal knowledge, and want to have a quick job at the end of the year. If they are not cautious and vigilant, it is easy for people to trust those advice and brokers and become victims of bad guys.

Regarding the identification signs, the police pointed out that social media accounts used for fraud are often newly registered, the number of friends and followers is small, the posts have few comments.

With this trick, the subjects often require employees to pay brokerage fees immediately or before introducing specific jobs without a clear contract, no receipt, or lack of information about the job or employer.

In addition, the consultation process was carried out sparingly, not providing complete information about the job, employer, salary, and bonus.

Another sign is that brokers operating illegally do not have a business license or a job consulting license issued by a competent authority, without a specific address.

The main causes of human trafficking and forced crime

According to Ms. Mitsue Pembroke - Acting Head of the International Migration Organization (IOM) Delegation to Vietnam, Vietnam continues to be among the countries with the largest number of international migrants according to UNDESA data, and is one of the three countries receiving the largest bribes in the Asia-Pacific region in 2024.

The amount of hoi pay of about 16 billion USD per year not only exceeds the official development support source but also directly contributes to education, health, food security and economic growth in many localities.

According to IOM, labor migration is therefore not only a stream of population shift but also a development need, closely linked to the implementation of the 2030 Program's goals, especially in the fields of poverty reduction, sustainable employment and reducing inequality.

The representative of this organization said that the IOM Asia - Pacific Migration Report for 2025 recorded a number of notable trends, in which online fraud is becoming the main cause of human trafficking and forced crime in the region, including Vietnam.

The proportion of victims are from the Asia-Pacific region and the number of cases supported after rescue has increased many times in recent years.

The IOM noted that much of the human trafficking activity originated from Myanmar and Cambodia, while the exploitation routes have expanded to both Africa and South America.

Vietnamese youth who need to improve their income when looking for jobs abroad are increasingly exploited by online recruitment forms, beating the expectations and difficulties of job seekers.

From this practice, the IOM representative emphasized the role of raising awareness and enhancing protection for workers throughout the migration process.

In addition to the Ministry of Public Security's efforts in preventing online fraud and human trafficking, IOM believes that the Ministry of Home Affairs and its affiliated units need to step up the provision of information about reliable domestic and foreign job channels through the employment service system.

The work of protecting workers, according to the IOM, can only be effective when there is close coordination between key ministries and branches, including the Ministry of Home Affairs, the Ministry of Public Security, the Ministry of Foreign Affairs and international organizations and civil society.

Weak working groups access policies

According to Deputy Director of the Department of Employment Nguyen Thi Quyen, in 2025, under the close direction of the Party, the Government, the Minister and the leaders of the Ministry of Home Affairs, the Department of Employment advised the Government to submit to the National Assembly for consideration and approval of the Law on Employment (amended).

The law was promulgated by the National Assembly on June 16, 2025, marking a comprehensive adjustment, adding many new policies to perfect the labor market and creating a more superior policy ecosystem for workers and businesses.

The new Law on Employment focuses on many important groups of policies. First of all, it is necessary to adjust the scope and expand beneficiaries, to ensure that more and more groups of workers - especially disadvantaged groups - have access to policies.

This is accompanied by mechanisms to support job creation, job maintenance, policy expansion through diverse access channels, improve the effectiveness of domestic job exchanges and activities to send Vietnamese workers to work abroad under contracts.

Regarding the development of the labor market, Ms. Quyen said that the Department is implementing the construction of a unified labor market database, ensuring connectivity between agencies, towards synchronous and transparent management.

The transition to the digital environment is identified as a focus in the coming period, contributing to the modernization of state management of labor and employment.

From the foundation of many years of cooperation with international organizations, Deputy Director Nguyen Thi Quyen proposed three priority contents that need to be continued in the coming time.

One is to coordinate with Korean organizations to improve the capacity of the employment service center system (formerly the public employment system), especially in the work of collecting and reporting labor market data, ensuring compatible with the national data system.

Two is technical support to build and strengthen training organizations.

Three is to strengthen cooperation in the field of occupational safety and hygiene, to ensure a safe working environment for workers and meet the development requirements of the labor market in the new context.
