Reduce 4 hospitals transferred to local ministries and branches for management
Member of the Party Central Committee, Deputy Prime Minister Le Thanh Long signed Decision No. 1704/QD-TTg approving the Plan to rearrange and reorganize hospitals under the Ministry of Health until 2025, period 2026 - 2030. By the end of 2025, the Ministry of Health will hand over the Central Hospital 74 to the People's Committee of Vinh Phuc province for management. Rearrange and reorganize hospitals: Central Hospital 71, Central Nursing - Rehabilitation Hospital will be converted into practice hospitals of Hanoi Medical University; Quang Nam Central General Hospital will be converted into facility 3 of Hue Central General Hospital.
The Deputy Prime Minister assigned the Ministry of Health to preside over and coordinate with relevant ministries, branches, localities and units to guide the development of a project to arrange and reorganize units that will carry out the transfer, arrangement and reorganization in 2025 according to the plan in this Decision, submit it to the Prime Minister for approval, and ensure the completion of the transfer, arrangement and reorganization before December 31, 2025.
Minister of Health Dao Hong Lan said that the Ministry of Health will receive 3 administrative organizations under the Ministry of Labor, Invalids and Social Affairs: the Department of Children, the Department of Social Protection and the Department of Social Evils Prevention and Control; receive 10 public service units under the Ministry of Labor, Invalids and Social Affairs in their original state, including: 5 hospitals, 3 centers, the Vietnam Children's Fund, the SOS Children's Villages Office, and receive the Office of the Central Committee for the Protection and Care of Officials' Health to the Ministry of Health. Before the arrangement, the Ministry of Health had 18 administrative organizations and received 3 organizations from the Ministry of Labor, Invalids and Social Affairs, along with the Office of the Central Committee for the Protection and Care of Officials' Health, for a total of 22 administrative organizations. After the arrangement, the Ministry of Health will have 18 administrative organizations, a decrease of 4 organizations (a decrease of 18.18%).
Lean but effective
According to the roadmap, by the end of 2025, Quang Nam Central General Hospital will become the 3rd facility of Hue Central General Hospital. Currently, Quang Nam Central General Hospital is a grade 2 hospital, with a scale of 660 planned beds, 860 actual beds, 35 departments, including 8 functional rooms, 21 clinical departments, 4 paraclinical departments and 2 support departments; with 741 employees.
Dr. Nguyen Dinh Hung - Director of Quang Nam Central General Hospital - shared: "Currently, the hospital has performed specialized techniques that are routinely deployed such as open heart surgery, spine surgery, total hip replacement, bone and cranial nerve fusion, liver resection, pancreaticoduodenectomy, intestinal resection, lung lobectomy, percutaneous nephrolithotomy... This is the leading modern hospital in the Central region, oriented to respond to and receive patients from Quang Nam to Khanh Hoa, contributing to reducing the load on central hospitals in the Central Highlands - Central region".
A doctor - formerly working at Bach Mai Hospital - said that streamlining the Ministry of Health must go hand in hand with ensuring effectiveness in disease prevention and control and public health care. The reduction of the apparatus is not only about reducing staff but also needs to innovate working methods and improve remuneration to attract talent.
