Departments and branches subject to merger and consolidation
1. Merge the Department of Planning and Investment and the Department of Finance to establish the Department of Economics and Finance.
2. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to establish the Department of Agriculture and Environment.
3. Merge the Department of Information and Communications and the Department of Science and Technology to establish the Department of Science, Technology and Communications.
4. Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs to establish the Department of Home Affairs and Labor.
5. Merge the Department of Foreign Affairs and the Office of the City People's Committee.
6. Merge the Management Board of Industrial and Export Processing Zones and the Management Board of Hoa Lac High-Tech Park to establish the Management Board of High-Tech Parks and Industrial Parks of the City.
7. For the Department of Planning and Architecture and the Department of Construction: Based on the conclusion of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW and the decision of the competent authority to conduct review and arrangement.
Departments and branches subject to transfer and receive tasks
1. The Department of Health plans to take over the state management functions of: social protection; children; prevention and control of social evils from the Department of Labor - Invalids and Social Affairs.
2. The Department of Education and Training takes over the state management function of vocational education from the Department of Labor, War Invalids and Social Affairs.
3. The Department of Industry and Trade receives the original status of the Local Market Management Department from the Ministry of Industry and Trade and reorganizes it into the Market Management Department under the Department of Industry and Trade.
4. The Ethnic Committee receives the original functions, tasks, organizational structure and staffing of the Religious Committee under the Department of Home Affairs; the functions and tasks of poverty reduction from the Department of Labor - Invalids and Social Affairs to establish the Ethnic Committee - Religion.
5. The Office of the City People's Committee receives the functions, tasks, organizational structure and staffing of the Department of Foreign Affairs and the task of promoting foreign investment from the Hanoi Center for Investment, Trade and Tourism Promotion.

Arrangement of Branches and equivalent units under the Department
1. Merge the Department of Rural Development and the Department of Quality, Processing and Market Development of Hanoi under the Department of Agriculture and Environment.
2. Dissolve the Hanoi Population Office to establish a specialized department under the Department of Health.
Arrange career unit
1. Dissolve the Hanoi Center for Investment, Trade and Tourism Promotion, transfer functions and tasks to relevant agencies.
2. For press agencies under the City People's Committee, the arrangement and consolidation shall be carried out after the conclusion of the Central Steering Committee on the summary of Resolution No. 18-NQ/TW and the decision of the competent authority on the arrangement of the City's press agencies.
3. For public service units under departments and branches: Review and arrange in the direction of retaining only units serving political tasks and units associated with the functions and tasks of departments and branches that fully meet the criteria and conditions for establishment according to regulations, in accordance with the planning of the network of public service units by industry and field.
Specialized departments under the People's Committee of districts, towns
1. Maintain 7 departments and equivalent units: Office of the People's Council and People's Committee at district level; Department of Justice; Department of Finance - Planning; Department of Education and Training; Department of Health; Department of Urban Management; Inspectorate.
2. Merge and adjust functions and tasks of some departments:
Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs (name after arrangement: Department of Home Affairs and Labor); transfer functions in the field of vocational education in the area to the Department of Education and Training; transfer functions in the field of social protection; children; gender equality; prevention and control of social evils and crimes in the area to the Department of Health.
For the Department of Natural Resources and Environment: District block: Transfer the function of natural disaster prevention and agricultural specialized fields from the Department of Economics to the Department of Natural Resources and Environment; the name after the arrangement is the Department of Natural Resources and Environment; District and town block: Receive the function of the field of agriculture and rural development, natural disaster prevention and control from the Department of Economics and change the name to the Department of Agriculture and Environment.
The Department of Culture and Information received functions and tasks in the field of science, technology and innovation from the Department of Economics and changed its name to the Department of Culture, Science and Information.
For the Economic Department: District block: Transfer the function of natural disaster prevention and control, fields related to agriculture and rural development from the Economic Department to the Natural Resources and Environment Department; transfer the function of science, technology and innovation to the Culture and Information Department; rename the Economic Department to the Industry and Trade Department. District and town block: Transfer the function of agriculture; forestry; irrigation; fisheries; natural disaster prevention and control; quality and safety of agricultural, forestry and fishery products; rural development to the Agriculture and Environment Department; transfer the function of science, technology and innovation to the Culture, Science and Information Department; rename the Economic Department to the Industry and Trade Department.
Ethnic Affairs Department (currently only 1 department under Ba Vi District People's Committee): Dissolve the Ethnic Affairs Department under Ba Vi District People's Committee, transfer the functions and tasks of the Ethnic Affairs Department to the Department of Home Affairs and Labor.
