On October 17, the Government Office announced that the Government had just issued Decree 273/2025/ND-CP regulating the organization and operation of the People's Public Security inspection.
The Decree stipulates that the People's Public Security inspection agency includes:
The Inspectorate of the Ministry of Public Security (hereinafter referred to as the Inspectorate of the Ministry);
Inspectorate of the Provincial and Municipal Public Security (hereinafter referred to as the Provincial Public Security Inspectorate);
Inspectorate of the Police Department managing Prisons, compulsory education institutions, and reform schools; Inspectorate of the Police Department of Fire Prevention, Fire Fighting and Rescue (hereinafter referred to as the Department Inspectorate).
The police of units and localities with a number of officers and soldiers or more are arranged with full-time inspectors; with less than 200 officers and soldiers, are arranged with concurrent inspectors.
The number of full-time inspectors and part-time inspectors at the police units and localities is decided by the Chief of the Police units and localities.
The Inspectorate of the Ministry of Public Security is responsible for assisting the Minister of Public Security in state management of inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity in the People's Public Security.
Perform inspection duties for agencies, organizations and individuals under the management authority and under the state management of the Ministry of Public Security on national security protection, ensuring social order and safety; perform the task of receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law.
The Ministry Inspectorate has Chief Inspector, Deputy Chief Inspector, Inspector and officers, non-commissioned officers in professional and technical fields.
The appointment, reappointment, dismissal, transfer, rotation, and secondment of Chief Inspector of the Ministry shall comply with the provisions of Clause 2, Article 12 of the Law on Inspection.
The Provincial Police Inspectorate is responsible for assisting the Directors of the Provincial and centrally-run City Police in managing inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity.
Perform inspection duties for agencies, organizations and individuals under the management authority and under the scope of state management decentralization on national security protection, ensuring social order and safety; perform the task of receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law.
The Provincial Police Inspectorate has Chief Inspector, Deputy Chief Inspector, inspectors and officers, non-commissioned officers in professional and technical fields.
The appointment, reappointment, dismissal, transfer, rotation, and secondment of the Chief Inspector of the Provincial Police must have a consensus in writing from the Chief Inspector of the Ministry before making a decision.
