Dear Comrades Delegates attending the Conference,
After 03 days of urgent, serious, responsible, democratic, frank, and profound work, the second Conference of the 14th Party Central Committee completed the entire content and program set out. The Central Committee reached a very high consensus on major and important issues of the Party and the country, especially the group of contents on organizational and personnel work and the Party's foundational regulations. On behalf of the Politburo and the Secretariat, I respectfully thank and highly appreciate the drastic working spirit of the Central Committee comrades, the assisting agencies and all comrades attending the Conference.
To conclude the Conference, I would like to summarize and emphasize 5 work contents:
Regarding political and ideological work in the Party.
Party building work in politics and ideology in the new period needs to continue to be focused on and strengthened, creating a solid foundation to improve the bravery, pioneering nature, combativeness and leadership and ruling capacity of the Party.
I propose that cadres and party members throughout the Party continue to thoroughly grasp and seriously and consistently implement the "Four Permits" on politics and ideology.
That is to persistently apply and creatively develop Marxism-Leninism, Ho Chi Minh's ideology. This is the basis for our Party to maintain its revolutionary nature, be loyal to the core principles, and at the same time apply flexibly and creatively, in accordance with Vietnamese practice and the requirements of the times.
That is to steadfastly pursue the goal of national independence and socialism. This is a historical choice, a red thread throughout the entire Vietnamese revolutionary process, a goal and ideal of our Party. In any circumstances and conditions, the more difficult and challenging it is, the more we must maintain faith, bravery and will for the path our Party, State, and People have chosen.
That is to firmly adhere to the Party's renovation policy. This is an objective requirement, a revolutionary process with a lawful nature, to constantly promote social progress, liberate production capacity, unlock all resources, expand development space and enhance the country's position. Firmly adhere to the spirit of renovation in the right direction, principled renovation, renovation for the development of the country and the happiness of the people.
That is to firmly uphold the principles of organization and operation of the Party to build and firmly protect the socialist Vietnamese Fatherland. In order to ensure the maintenance of unity in will and action, maintain discipline, order and the comprehensive leadership role of the Party. Keep the Party always clean and strong in all aspects, consolidate the deep belief in the people about a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
The regulation on political and ideological work in the Party issued at this Conference is the concretization of the "Four Axioms" mentioned above.
Regarding the "double-digit" economic growth target.
This is an objective requirement from the requirements of national development in the new period and the aspiration to rise of the whole nation. We do not accept low growth. We must persistently implement the goal of high, sustainable, and substantial economic growth.
Therefore, departments, ministries, branches, localities, people, and businesses need to thoroughly grasp the following core "Four Principles":
One is: substantive growth. That is, do not trade quality and sustainability for a simple growth rate. Economic growth rate must go hand in hand with growth quality based on increasing the productivity of aggregate factors, improving product quality, national competitiveness and substantive added value. Each percentage of GDP growth must contain a higher content of knowledge and added value. Ensure today's growth does not harm the development foundation of tomorrow, does not reduce resources for the future generation of the country. Resolutely eliminate the mindset of chasing achievements. If you only chase speed and underestimate quality, growth will not be sustainable and the price to pay will be very high.
adhering to the principle of macroeconomic stability, inflation control, and ensuring major balances. These are prerequisites and pillars that determine the flexibility, safety and efficiency of the entire economy. The management of fiscal, monetary and other macroeconomic policies must be proactive, flexible, and closely coordinated, both supporting reasonable growth and strengthening market confidence, stabilizing expectations, and enhancing the economy's resilience to external shocks.
effectively utilize all available resources, focus on prioritizing key projects and promoting public-private partnerships, to increase investment efficiency and improve national competitiveness. Resource utilization must be linked to scientific principles, clear socio-economic accounting, ensuring capital utilization efficiency, overcoming the situation of spreading, inefficiency, and waste. Selected projects must have a strategic impact on the entire economy, create real added value and contribute to consolidating key infrastructure of the nation.
High economic growth must ensure serving the interests, improving the material and spiritual life of the people and social justice. All policies, projects and investment resources must aim to create real value for people, improve income, contribute to poverty reduction, narrow development gaps, improve social welfare and ensure the legitimate and lawful rights and interests of all classes of people. Ensuring that economic growth achievements are shared fairly, creating a solid foundation for social consensus and sustainable development.
On the basis of these "Four Core Principles", the implementation of the "two-digit" growth target must be carried out consistently, synchronously and consistently, with high centralized direction from the Central Government, close coordination between departments, ministries, branches, localities and the entire political system.
To create "motivation of motivation" for development, the Central Government needs to soon develop a Resolution on the country's development model in the new stage based on science, technology, innovation and digital transformation for the 3rd Plenum of the 14th Central Committee to consider and decide.
On promoting the strengths of the 2-level local government model.
The current 2-level local government model is not only a new administrative organization model, but also a "New Local Governance Method", aiming to remove intermediate levels to organize and operate the grassroots government apparatus smoothly, with resources allocated reasonably, technology and data used effectively, serving people and businesses better.
First of all, it must be determined that this is a governance reform, not simply an adjustment to the organizational structure. If it only stops at reducing intermediate levels, merging focal points, streamlining forms, without simultaneously innovating the mechanism of decentralization, decentralization, authorization, not redesigning the process of handling work, not standardizing the data system, not clarifying the responsibility of heads, not strongly shifting the service method from administrative management to administrative service, creating development, then the effectiveness of reform will be very limited.
Next, it is necessary to ensure the principle that the provincial level is strong in strategy, and the commune level is strong in implementation. The provincial level must not fall into handling incidents, replacing subordinates, or embracing grassroots tasks that can be done, but must focus on issues of planning, strategy, large investment, resource coordination, risk management, inspection, supervision and ensure unity and connection throughout the area, in the region. Conversely, the commune level must be given conditions on resources to create development space in addition to the task of truly becoming a place to solve direct tasks related to people, businesses, localities, daily life, social security, grassroots order, essential procedures and urgent requirements from practice.
At the same time, decentralization must go hand in hand with resource allocation, capacity improvement and completion of control tools. It is impossible to assign more tasks to the commune level without assigning correspondingly in terms of mechanisms, staffing, budget, data, digital infrastructure and appropriate monitoring and inspection mechanisms. Therefore, it is necessary to ensure the motto: delegate power to where, ensure resources to there; decentralize to where, control strictly to that; assign tasks to where, improve capacity accordingly to that.
Along with that, the operation of the 2-level local government model must be implemented with flexible, scientific, practical thinking, and combating stereotypes and mechanics. It is impossible to apply a single template to every locality, every grassroots unit, because the conditions of population, area, urban, rural, mountainous, and delta nature, cultural, national defense, and security requirements, socio-economic development level, and workload in each place are very different. If implemented rigidly, it is very easy to generate a new cumbersome apparatus right at the grassroots level, going against the goal of streamlining, effectiveness, and efficiency that we have set out.
Finally, it is necessary to take the satisfaction of people and businesses as a real measure, as the final criterion to evaluate the success of the 2-level local government model. The effectiveness of reform is not only measured by the number of rearranged focal points, but must be tested by very specific results in social life: people are not bothered; administrative dossiers and procedures must be resolved quickly through science, technology, digital transformation, the spirit of serving the people of officials, and most importantly, the commune level must truly solve the work right on the spot, in accordance with local practice.
Regarding inspection and supervision, power control and the fight against corruption, waste and negativity.
Inspection and supervision, power control, and the fight against corruption, wastefulness, and negativity in the coming period need to be placed in the overall requirements of rapid and sustainable development of the country, with an approach that is both systematic and strategic in depth. It is not only a regular urgent task to purify the apparatus, but also a fundamental condition to consolidate people's trust, ensure political and social stability, and create a healthy environment for development.
In the context that the country is aiming for a high growth target, with a series of large-scale projects and new mechanisms and policies in a more open and liberal direction to unlock development resources, the risk of corruption, wastefulness, and negativity is also increasing in both breadth and sophistication. Practice shows that it is in areas with many incentives that they easily become risk points if there is a lack of effective prevention, inspection, and control mechanisms. Therefore, the requirement is to design and improve institutions strictly enough to "not be able" to be corrupt and wasteful, and at the same time build a strong enough monitoring mechanism to "not dare" and "not want" to be corrupt.
The work of inspection and supervision, control of power to prevent and combat corruption, wastefulness, and negativity in the coming time must be implemented with high political determination, resolute, persistent, regular and continuous actions. Strictly handle all violations, ensuring the principle of "no forbidden zones, no exceptions", but at the same time must deeply grasp the humanity, rule of law supremacy and development goals. In which, it is necessary to establish and effectively operate mechanisms to protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good. Clearly define the boundaries between violations due to self-interest motives and errors in the testing and innovation process.
On Ensuring national defense, security, foreign affairs, and international integration in the new period.
Reality from political, economic, and military developments in the world shows that: A country that wants to grow rapidly, attract large investments, expand markets, and integrate deeply must first of all be a country with strategic autonomy, risk control capacity, solid institutions, stable social order, deep international integration, and high resistance to traditional and non-traditional security shocks.
Ensuring national defense, security, and foreign affairs in the new period is not only maintaining national sovereignty, borders, islands, and airspace, but also maintaining a peaceful environment, protecting institutions, protecting social trust, protecting cyberspace, protecting data, protecting economic blood vessels and strategic development benefits of the country. It is necessary to fully recognize that this is a regular, key, core, long-term, persistent strategic task of the entire Party, entire people, entire army and the entire political system.
Ensuring national defense, security, foreign affairs, and international integration must be placed throughout all strategies, plans, plans and development decisions. Ensuring development in the right direction, sustainably, with sovereignty, risk control and self-defense capabilities from an early age, from afar, proactively "keeping the country from when it is not yet in danger". From there, build the overall strength of the nation in peacetime, in which military strength, security strength, foreign affairs strength, economic strength, scientific and technological strength and the strength of great national unity must be placed in a unified, continuous, and mutually supportive whole.
In addition, it is necessary to especially value and strongly promote the "people's heart formation", building a people's national defense formation associated with the people's security formation in each area, especially strategic areas, borders, islands, large cities, economic centers, key infrastructure and cyberspace. This is the combination of "position" and "strength", between national defense and social defense, between protecting territorial sovereignty and protecting ideological foundations, protecting political stability and social order and safety.
The requirement set in the new period is to increasingly closely link defense, security, and foreign affairs with socio-economic development, closely combining protection and development, stability and innovation. So that defense, security, and foreign affairs truly become a "component of national competitiveness" and a direct driving force for development, and at the same time a strategic support for the country to firmly move forward in the new era.

With the foundation established, with the bravery, high political determination and the consensus and unity of the entire Party, people, and army, we firmly believe that the goals and aspirations for national development set out by the Resolution of the 14th National Congress will soon become reality, bringing the country into a new stage of development faster, more sustainable and more comprehensive.
The entire Party, the entire people, and the entire army, let's act according to the motto: Strategic autonomy - Firmly aim for two 100-year strategic goals - Joining forces, united hearts, determination, and decisiveness for the prosperous and happy life of the People.
