Affirming social trust in strategic innovations in the education sector
On the afternoon of September 9, in Hanoi, General Secretary To Lam chaired a meeting on the implementation of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
The meeting was attended by leaders of the Ministry of Education and Training (MOET) and representatives of leaders of a number of central departments, ministries and branches.
Reporting at the meeting, Central Party Committee member and Minister of Education and Training Nguyen Kim Son said that the issuance of Resolution No. 71-NQ/TW has attracted the widespread attention of teachers, parents, students and experts, demonstrating high consensus, considering this a correct and timely step, affirming social trust in strategic innovations in the education sector.
Regarding some specific contents that have been implemented, the Ministry of Education and Training has submitted to the Government to issue Decree No. 238/2025/ND-CP dated September 3, 2025 regulating tuition fees, tuition exemptions, reductions, tuition support, study costs support and service prices in the field of education and training.
The Ministry of Education and Training has drafted a Decree on policy to support lunch for primary and secondary school students in border communes. Currently, the Ministry of Education and Training has sent the Ministry of Justice for appraisal, and is expected to submit to the Government for promulgation in September 2025 to promptly apply for the 2025-2026 school year.
The Ministry of Education and Training has completed the draft Decree detailing the implementation of Resolution No. 218/2025/QH15 dated June 26, 2025 of the National Assembly on popularizing education for children aged 3 to 5 (implemented in a shortened order and procedure), and is currently submitting to the Government for consideration of issuing a Decree in September 2025 to promptly apply from 2025-2026.

Aiming to improve the quality of teaching and learning
After listening to the report and opinions exchanged and concluding the meeting, General Secretary To Lam stated that the concretization and development of the Action Program to implement Resolution No. 71 is very important, it will determine the success of the Resolution and must overcome the situation of correct policies but ineffective implementation.
The General Secretary assigned the Party Committee of the Ministry of Education and Training to preside over and coordinate with agencies to fully absorb the opinions expressed at this meeting to supplement and complete the Action Program to implement Resolution No. 71 of the Politburo, and report to the Government for approval.
The General Secretary noted a number of core contents of Resolution No. 71, perfecting the legal system; developing national target programs, developing preschool education, general education, higher education; innovating programs, content, mechanisms, ensuring facilities, sufficient schools, sufficient classes, enough teachers and correcting limitations and negativity in the education sector, etc., needing to be institutionalized, specifically implemented, clearly assigned responsibilities and have a detailed roadmap and timeline to complete.
The implementation in 2025 needs to be focused on immediately, ensuring progress and quality so that the people and society can clearly see the breakthrough changes of the resolution.
The General Secretary emphasized the desire of the Party and the education and training sector to make changes right in the education and training sector, especially for teachers and staff performing management tasks in the education sector. How to aim for the ultimate goal of improving the quality of teaching and learning. The Party and State will pay attention and create all conditions for the sector to successfully implement the goals set out in the Resolution.
The General Secretary assigned the Central Organizing Committee to study, design and build a reasonable Party organization system in the education sector, ensuring the direct and comprehensive leadership role of the Party in education and training, avoiding formality; especially paying attention to encouraging the admission of Party members among students.
The Central Propaganda and Mass Mobilization Committee shall preside over and coordinate with the Central Party Office and relevant agencies to carefully prepare content and programs to organize the Conference on the dissemination of Resolution No. 71 along with other Resolutions, ensuring the implementation of the Resolution creates excitement, enthusiasm and determination in the entire political system, especially among teachers.
