On the morning of September 19, at the Bac Ninh Provincial Party Committee Hall, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Bac Ninh province solemnly organized the Ceremony to announce the National Assembly's Resolution on the establishment of Bac Ninh city and receive the First-class Labor Medal.
On behalf of the Party and State leaders, General Secretary and President To Lam presented Resolution No. 39/2026/QH16 of the National Assembly on the establishment of Bac Ninh city and awarded the First-class Labor Medal to the Party Committee, government and people of Bac Ninh for their outstanding achievements in socio-economic development, contributing to the cause of building socialism and protecting the Fatherland.

Speaking to direct at the Ceremony, General Secretary and President To Lam warmly congratulated the Party Committee, government, armed forces, business community and all ethnic people of Bac Ninh city; and at the same time acknowledged and praised the persistent efforts of many generations of cadres, party members and people of Bac Ninh and Bac Giang through the periods.
With the new position, Bac Ninh shoulders greater responsibilities for the people and the development of the country," General Secretary and President To Lam emphasized.
General Secretary and President To Lam said that Bac Ninh is facing a new development space with an industrial foundation, infrastructure, human resources, investment attraction capacity and cultural depth accumulated through many generations. Building a modern urban model, rich in identity, balancing industry, services, ecology and quality of life.
At the same time, the General Secretary and President emphasized that Bac Ninh must build internal economic strength, gradually master technology and enhance its position in the value chain.
It is necessary to continue to selectively attract investment, focusing on attracting and absorbing technology, knowledge and management capacity. Promoting the development of supporting industries. Connecting domestic enterprises with foreign investment sectors. Bringing Vietnamese enterprises into high-value stages.
Bac Ninh's development must be reflected in its own technological capacity, the maturity of domestic enterprises and the increasingly large value created and retained in the homeland, creating higher value and making greater contributions to the whole country," said the General Secretary and President.

The General Secretary and President also proposed that Bac Ninh must bring Quan Ho, Dong Ho paintings, craft villages, relics, traditions of studiousness and community culture into modern life. Turn heritage into a resource for cultural, tourism and creative industries.
At the same time, take care of people's lives, improve welfare and ensure sustainable social security. Improve the quality of education, health, housing, and essential services, especially for workers, laborers and difficult areas.
