Turn awareness into action and determination into result
This morning (September 3rd), the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement a number of Resolutions and Directives of the Politburo.
Speaking to direct the Conference, General Secretary and President To Lam emphasized that we are implementing the Resolution of the 14th Party Congress in the context that the country has great opportunities, great aspirations and very high requirements.
The world and region are changing rapidly; digital technology and climate change are reshaping development and governance methods. This also requires strong innovation in leadership thinking, organizational methods, and action capacity; it is impossible to work in the old way, slow decision-making, slow implementation.
According to General Secretary and President To Lam, all 5 Resolutions and 1 Directive have formed a unified whole in terms of viewpoints and actions: ideological work, studying and implementing according to Uncle Ho, building a contingent of cadres to create a political, spiritual, ethical, and combative foundation; regional development, tourism, and work for overseas Vietnamese are expanding space, unlocking and connecting resources.
All are working together towards improving the leadership and ruling capacity of the Party and rapid and sustainable development of the country, continuing to improve the lives of the people.
Today's conference is not just about thoroughly grasping but also opening a decisive stage, which is the stage of organization and implementation. Resolution learning should not be considered a procedure, listening to it and issuing a plan is complete. The value of documents must reflect the ability to solve practical problems, create changes that the people can feel. Each Party Committee, agency, locality, and each party member must clearly understand the work, clearly understand the people, clearly understand the authority, resources, deadlines, products, and responsibilities; turn awareness into action and determination into results" - General Secretary and President To Lam noted.
Power control is to innovate in the right direction, not to paralyze creativity
General Secretary and President To Lam requested the entire political system to well implement a number of key requirements.
In which, grasping new things and the organic relationship between 6 documents. Thoroughly grasping each document, connecting correctly, organizing synchronous implementation, creating overall strength. Unanimously and thoroughly clarifying issues that need to be resolved, shifting thinking, and requiring action.
Ideological work, leading social awareness; studying and following Uncle Ho must be transformed into regular practice. Valuing Ho Chi Minh's methods with the motto "thinking of Uncle Ho, our hearts are brighter". Cadres are encouraged to dare to do for the common good but must be subject to power control. Regional development, tourism, and work for overseas Vietnamese must jointly unlock and connect resources.
The General Secretary and President requested that immediately after the conference, Party committees at all levels, agencies, and localities must review the program of implementing the Resolution of the 14th Party Congress, strategic resolutions, integrate tasks, and achieve the same goals to discuss handling overlaps and coordinating shared resources. The matter that needs to be processed must clearly state the agency, time limit, and product. The new and difficult task must clearly state the principles, authority, and scope of piloting.
The General Secretary and President requested that each task must have a goal, a focal point responsible, authority, resources, deadlines, products, and verified data; shifting from progress management to result management. Not taking documents and conferences instead of actual changes. National and ethnic interests, taking the legitimacy of the people is the highest standard.
General Secretary and President To Lam requested to improve institutions, delineate, decentralize, delegate power and ensure resources for risk management. Do not assign tasks first and then find conditions to implement them. Institutions must go one step ahead, both maintaining strict discipline and order, and paving the way for development.
The General Secretary and President clearly stated that decentralization and delegation of power go hand in hand with human resources, finance, data, technology and power control; operate according to the mechanism of delegation of power, supervision of implementation, risk management, and evaluation by results.
Not assigning responsibilities but lacking conditions; not decentralizing on paper but everything must be consulted. The Central Government focuses on strategies, institutions, common platforms, and large resources. Provincial level ensures conditions; commune level has sufficient capacity to serve the people.
New, difficult, institutional, pilot work with control, goals, scope, time limits, resources, risk limits, responsibility supervision according to the cycle of testing, evaluation, improvement, replication and legalization.
General Secretary and President emphasized that in the pilot decentralization and innovation, it is necessary to protect cadres who dare to think and dare to do for the common good, but protection does not mean exemption from responsibility, power control is to innovate in the right direction, not to paralyze creativity.
The protection mechanism must cover the stages of advising, appraising, deciding, and organizing implementation. Protect the right people, the right jobs, and strictly handle those who are self-serving, evade, intentionally delay or obstruct innovation under their authority.
Time is an irreversible development resource. Slow institutionalization, slow decision-making, slow removal of bottlenecks are increasing costs and losing opportunities. Things that are clear must be done immediately, and obstacles must be addressed early" - General Secretary and President To Lam emphasized.
