On July 9, General Secretary and President To Lam received the Ambassadors of Belgium, Norway, the Netherlands and Brazil in Vietnam to say goodbye on the occasion of the end of their term of office.

Receiving Belgian Ambassador Karl Van den Bossche, the General Secretary and President requested the two countries to create a new breakthrough in economic, trade and investment cooperation; promote the implementation of symbolic projects, encourage Belgian businesses and large corporations to expand investment in Vietnam; strengthen cooperation in the fields of marine economy, sea transport and logistics; and expand cooperation between localities, contributing to bringing Vietnam-Belgium relations to a new height.

Ambassador Karl Van den Bossche proposed that the two countries continue to expand cooperation in the fields of science and technology, education and training; promote negotiations to soon reach a visa exemption agreement for diplomatic and official passport holders; and wished Vietnam to continue to pay attention to and create favorable conditions for investment projects of Belgian businesses, including the Deep C Project.

Receiving Norwegian Ambassador Hilde Solbakken, the General Secretary and President requested the two sides to continue to promote cooperation in the fields of trade, investment, sustainable marine economy, renewable energy, green transformation, circular economy, science and technology, culture and people-to-people exchanges, bringing Vietnam-Norway relations to develop more deeply, practically and sustainably.

The Norwegian Ambassador expressed his honor to hold the position of Ambassador to Vietnam in the past four years, contributing to fostering strong bilateral relations and witnessing the relationship between the two countries shifting strongly from traditional development cooperation to increasingly equal, sustainable and effective partnerships. The Ambassador emphasized that Norway will continue to accompany Vietnam in the process of equitable energy transition through the initiative to establish a fair energy transition partnership (JETP).

Receiving Dutch Ambassador Kees van Baar, the General Secretary and President agreed that the two sides need to strengthen delegation exchanges and high-level contacts, aiming to elevate relations in order to open up a deeper space for cooperation in the coming time. The General Secretary and President hoped that the Ambassador would continue to be a bridge to promote cooperation between ministries, branches, localities and the business community of the two countries; strengthen the connection of Dutch innovation centers, especially the Brainport ecosystem, with Vietnamese partners in the fields of semiconductor and high technology; mobilize Dutch businesses and investment funds to expand investment in infrastructure and innovation in Vietnam...

Ambassador Kees van Baar affirmed that Vietnam-Netherlands relations are developing more and more substantively and effectively; traditional cooperation in water management and sustainable agriculture continues to expand into new fields such as logistics, high technology and innovation. The Ambassador expressed his belief that the two countries have many similarities and can completely become a model of cooperation between countries.

Receiving Brazilian Ambassador Marco Farani, the General Secretary and President requested the two sides to continue to effectively implement high-level agreements in the coming time, including the Action Plan to implement the Vietnam - Brazil Strategic Partnership for the period 2025-2030; soon complete technical procedures for Brazil to recognize Vietnam's market economy status; closely coordinate in negotiating the Preferential Trade Agreement (PTA) between Vietnam and the Southern Common Market (MERCOSUR) towards the goal of bilateral turnover reaching 15 billion USD by 2030; remove trade barriers between the two countries.

Ambassador Marco Farani affirmed that Brazil considers Vietnam a top important partner in Southeast Asia; expressed the willingness of the Brazilian Government to implement the Action Plan to implement the new relationship framework, especially maintaining high-level visits and contacts with the aim of improving cooperation in the fields of bioenergy, aviation, science and technology and football development.
