On August 25, 2025, at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam - Secretary of the Central Military Commission, the Politburo worked with the Standing Committee of the Central Military Commission to give opinions on the draft documents and personnel plan to submit to the 12th Army Party Congress, term 2025 - 2030.
The conference was attended by representatives of leaders of the Central Party Committees, the Central Party Office; the Central Public Security Party Committee; the 14th National Party Congress Documents Subcommittee; the National Assembly's Committee on National Defense, Security and Foreign Affairs; Party Committees of the Ministries of Foreign Affairs and Finance.
At the working session, after listening to the Central Military Commission Standing Committee report on the preparation work for the 12th Army Party Congress, term 2025 - 2030, the Politburo acknowledged and highly appreciated the positivity and proactiveness of the Central Military Commission, functional agencies and Party committees at all levels in the Army Party Committee, and the Party organizations at all levels in the Army Party Committee that have directed the preparation and organization of congresses at all levels (based, directly at the grassroots level and directly under the Central Military Commission) to be truly exemplary and typical to learn from experience in directing Party congresses at all levels in the entire army to achieve very good results; the presiding cadres who won the election to the new term and the delegates attending the upper-level Party Congress were elected with a very high number of votes of confidence. At the same time, proactively do a good job of preparing all aspects, especially documents and personnel for the 12th Army Party Congress in accordance with the spirit of Directive No. 45-CT/TW of the Politburo and guiding documents of the Central Committee. Specifically:
1. The Political Report was carefully and scientifically prepared; thoroughly grasped and concretized the draft Documents of the Central Committee submitted to the 14th National Party Congress, especially new contents, ensuring concision, clarity, and high generalism; comprehensively reflecting outstanding results and achievements, clarifying limitations, shortcomings, causes, and drawing 5 valuable practical lessons in leading and directing the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 11th National Party Congress; identifying vision, setting out directions, goals, military and defense tasks and building a 5-year Army Party Committee (2025 - 2030) specifically, closely, meeting the requirements of building a modern Army, a representative national defense and the task of protecting the Fatherland in the new situation. demonstrate that the Army Party Committee is the model in the entire Party in solidarity, unity of will and action; strict discipline and order; the strength of solidarity and unity for the highest goal of protecting the Party, the Fatherland and the People.
2. The review report was prepared seriously, frankly, honestly, democratically, demonstrating fighting spirit, high self-criticism and criticism. The content of the comprehensive review with 4 outstanding groups of advantages and clarification of limitations, shortcomings and responsibilities of the Central Military Commission and the Central Military Commission Standing Committee in leading and directing the implementation of tasks for the 2020 - 2025 term; identifying practical and highly feasible solutions.
3. The draft Resolution ensures concision, generalering all core and important contents that the Congress needs to consider and decide on; demonstrating the spirit of innovation, determination to make breakthroughs in development with directions, goals, breakthroughs and tasks, main solutions on military and defense, building the Army Party Committee for the 2025 - 2030 term is very specific, and is the basis for completing the Action Program, developing a plan to organize implementation during the term.
4. The contents of the Action Program to implement the Congress Resolution are carefully prepared, specifying the directions, goals, and key tasks of the Political Report; identifying major programs with specific and feasible tasks, projects, and plans. It is recommended to continue studying and reporting to the Congress for discussion and comments on the tasks and solutions to successfully implement the Congress Resolution.
5. The Politburo basically approved and highly appreciated the Personnel Plan for military cadres participating in the 14th Party Central Committee; personnel of the Central Military Commission, the Central Military Commission's Inspection Committee for the 2025-2030 term and personnel of delegates attending the 14th National Party Congress. The Central Military Commission's Standing Committee is requested to continue to closely review to ensure compliance with the personnel regulations of the Congress.
6. The Politburo agreed with the plan to organize the 12th Army Party Congress as determined by the Central Military Commission Standing Committee.
Based on the conclusion at the Conference, it is recommended that the Standing Committee of the Central Military Commission receive comments from participants at the working sessions and comments from agencies to continue to improve the content of the documents and personnel work of the Congress. Lead and direct all preparations well; organize the 12th Army Party Congress successfully, truly exemplary and typical in the entire Party and the entire army.
