Regarding the implementation results of Resolution No. 45-NQ/TW of the Politburo, after 5 years of implementation, the city has achieved important results in socio-economic development; is a bright spot in the overall picture of the whole country despite being affected by many negative impacts of the domestic and international context; continues to affirm its role as an important gateway and driving force for development of the Northern region and the whole country; an important traffic hub and the main gateway to the sea of the Northern provinces. The economy has grown continuously at double digits; the economic scale has been expanded, GRDP per capita has increased rapidly. Growth quality has been improved with labor productivity nearly twice the national average. The economic structure has shifted towards modernization with the proportion of industry - construction and services accounting for more than 90% of GRDP, in which industry has developed strongly, gradually affirming itself as a major industrial center of the whole country...
Speaking at the meeting, General Secretary To Lam assessed that in recent times, Hai Phong has achieved achievements that many other localities have not been able to do when sharing the same context and institutions. Many good models and experiences of Hai Phong can be applied to many localities.
The General Secretary also emphasized that Hai Phong needs to strive to develop the city on par with typical cities in Asia, to be a modern international port city, leading the country in industrialization and modernization, an international center of economics, education, training, science and technology, and to continuously improve the material and spiritual life of the people.
Regarding the tasks in the coming time, Hai Phong City needs to do a good job of Party building, building a streamlined, strong political system - effective, efficient, and effective; taking care of and building a team of cadres with sufficient qualities, capacity, daring to think, daring to do, dynamic, and creative; promoting the exemplary role of leaders; focusing on leading and directing the preparation and organization of Party Congresses at all levels and the 17th City Party Congress for the 2025-2030 term in accordance with Directive No. 35-CT/TW of the Politburo.

The locality needs to have a good strategy in attracting FDI and promoting technology transfer, creating all conditions for domestic enterprises to develop and participate in the international supply chain.
In the coming term, Hai Phong will unleash and maximize all social resources, accelerate modernization; fundamentally and clearly create solid foundations to become the center of education - training, healthcare and science - technology of the Northern coastal region.
Regarding the city's recommendations, the General Secretary assigned the Central Party Office to synthesize and send them to relevant agencies for research, consideration, and resolution on the principle of creating the most favorable conditions for Hai Phong's development.
