On behalf of the Central Executive Committee, General Secretary To Lam signed and issued Regulation No. 232-QD/TW on the implementation of the Party Charter.

Regulation No. 232-QD/TW dated January 20, 2025 of the Central Executive Committee stipulates many contents on: Age and educational level of party members; Regarding the rights of party members; Introducing and admitting people to the Party; Regarding the time limit for organizing party membership admission ceremonies, considering the recognition of official party members, calculating the party membership age of party members; Regarding Party membership cards issuance and management of party membership cards, management of party member records and procedures for party activities transfer; Party members applying for exemption from work and party activities; Missing party members' names and handling complaints about removing party members' names...

The Party's organizational system

According to Regulation No. 232, the Party's organizational system is established corresponding to the State's administrative organizational system.

The Party's organizational system is organized according to administrative units at the commune, ward and town levels; district, town and city levels under provinces and centrally run cities; provincial and centrally run cities and centrally run cities. This is the basic organizational system of the Party with the function of comprehensive leadership at each level and of the entire Party.

Organize the Party in the Vietnam People's Army and the Vietnam People's Public Security according to the regulations of the Politburo.

Party organizations in places with their own characteristics are that Party organizations are not district, town, city level under provinces or centrally run cities.

Party organizations in places with specific characteristics are decided to be established by the direct superior Party committees of these organizations (specifically the Provincial Party Committee, City Party Committee, Party Committee directly under the Central and Central levels); the Party Committee is the leading agency between the two congresses of the Party Committee.

Party organizations in state agencies, the Vietnam Fatherland Front and socio-political organizations

Regulation 232 also mentioned the establishment of party organizations in state agencies, the Fatherland Front (FFF) and socio-political organizations. Accordingly, at the central level, the National Assembly Party Committee; Government Party Committee; Vietnam Fatherland Front Party Committee, and central organizations under the Central Party Executive Committee will be established.

The regulation states that the Politburo decides on the establishment and deciding on the functions, tasks, and organization of the National Assembly Party Committee; Government Party Committee; Vietnam Fatherland Front Party Committee, and Central organizations under the Central Government. The Central Organizing Committee assists the Politburo and the Secretariat in managing the activities, guiding the organization and staffing of specialized advisory and support agencies of Party committees under the Central Committee.

Regulation 232 also states that the Party Committees directly under the Central Government decide to establish Party Committees (cells): Ministries, State management branches, State Audit, Vietnam Fatherland Front, socio-political organizations assigned by the Party, the State and a number of large-scale socio-political associations with important positions according to the decision of the Politburo and the Secretariat, after the Central Organizing Committee has a documentary consensus. The personnel of the Party Committee (central) is decided by the competent authority according to the decentralization of cadre management.

The National Assembly Party Committee Standing Committee decides to establish, determine functions, tasks and directly lead and direct the activities of the Party group in the National Assembly delegation (operating at National Assembly sessions).

In provinces and centrally run cities (abbreviated as provinces and cities), Regulation 232 states that a Party Committee of the Provincial and Municipal People's Committee will be established under the Executive Committee of the Provincial and Municipal Party Committees. The Standing Committee of the Provincial and Municipal Party Committees decides on the establishment and deciding on the functions, tasks, and organizational structure of the Party Committee of the Provincial and Municipal People's Committees directly under the Provincial and Municipal Party Committees according to the provisions of the Secretariat.

Regarding the establishment of Party Committees of Party agencies, according to Regulation 232, at the central level, the Party Committees of Central Party agencies under the Central Party Executive Committee will be established.

The Politburo decides to establish and decide on the functions, tasks, and organization of the Party Committee of the Central Party Agencies under the Central Government.

The Central Organizing Committee assists the Politburo and the Secretariat in managing the activities, guiding the organization and staffing of specialized advisory and support agencies of the Party Committees of Central Party agencies.

The Party Committees of the Central Party Agencies decided to establish the following Party Committees: the Supreme People's Court (SPP), the Supreme People's Procuracy (SPP) according to the regulations of the Secretariat.

In provinces and cities, establish party committees of provincial and municipal party agencies under the executive committee of provincial and municipal party committees. The Standing Committees of the Provincial and Municipal Party Committees decide on the establishment and deciding on the functions, tasks, and organization of the Party Committees of the provincial and municipal Party Committees under the Provincial and Municipal Party Committees according to the provisions of the Secretariat.

Party committees of provincial and municipal Party agencies establish grassroots Party committees (cells): People's Council, People's Court, People's Procuracy, Fatherland Front, socio-political organizations, and provincial-level mass associations assigned by the Party and the State (after the provincial and municipal Party committees have agreed in writing); Party committee personnel (cells) are decided by competent authorities according to the decentralization of cadre management. Regulation 232 clearly states that there is no establishment of a grassroots party committee.
