In the afternoon of March 30, Inspection and Supervision Delegation No. 10 of the Politburo and Secretariat led by General Secretary To Lam organized a Conference to approve the draft Report on inspection and supervision of phase 1 and deploy the decision to inspect and supervise phase 2 of the Politburo and Secretariat for the Standing Committee of the Hanoi Party Committee.
Favorable conditions for acceleration and breakthrough
At the conference, the working delegation approved the report on the results of the first phase of inspection and supervision on the leadership and direction in thoroughly grasping and implementing the Resolution of the 14th Party Congress, the Resolution of the City Party Congress, especially the full-term work programs; the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; initial assessment of the implementation of the double-digit growth target, the operation of local governments at two levels, and the implementation of Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation.
Speaking to direct at the conference, General Secretary To Lam clearly stated that the inspection delegation acknowledged the drastic, in-depth, methodical and effective leadership and direction of the Standing Committee of the Hanoi City Party Committee, headed by the Secretary of the City Party Committee, which clearly showed its central role, bravery, responsibility, daring to think, daring to do, daring to take responsibility, directly directing many difficult tasks, new tasks, and breakthrough tasks.
The changes in Hanoi in the past time have been very positive; not only stopping at specific results, but also clearly forming a new atmosphere, a new working speed, a new sense of responsibility in the entire political system of the Capital.
From the city to the grassroots level, from Party committees and authorities to the contingent of cadres and party members, there has been a clear change in thinking, working methods, and working style - more drastic, more substantive, associated with more specific results. Therefore, it has created consensus, trust and widespread welcome from the people of the Capital. This is a favorable condition to accelerate, break through, and develop the Capital in the coming period.
Regarding shortcomings and limitations, the General Secretary agreed with the self-inspection report of the Standing Committee of the City Party Committee and the report of the Delegation; pointing out that these limitations have objective and subjective causes, but it is necessary to identify subjective causes as the main ones and need to be overcome immediately with higher political determination and more drastic actions.
Promote a high level of drastic working spirit
Regarding the tasks that need to be focused on leadership and direction in the coming time, the General Secretary requested the Standing Committee of the Hanoi City Party Committee to have a plan to implement the Politburo's Conclusion on the first phase of inspection and supervision; associated with immediately overcoming the shortcomings and limitations pointed out by Inspection and Supervision Team No. 10; continue to set an example in thoroughly grasping and concretizing the implementation of the Resolution of the 14th Party Congress; must deeply realize that the implementation of the Resolution of the 14th Party Congress is a xuyên suốt task throughout the term, not to do it in batches, not to stop at studying, but to transform it into specific actions, specific results.
The Resolution of the Congress must "penetrate" to each party cell, each party member throughout the Party Committee; must closely link the implementation of the Resolution with each program, each project, each specific task; measured by products, by actual results.
The General Secretary emphasized that the recent changes in Hanoi are very positive, but it is only the first step, there is still a lot of work ahead. The Standing Committee of the Hanoi City Party Committee needs to continue to promote the spirit of drastic work, maintain and further promote the existing atmosphere, not allowed to stagnate, and even more so not to slow down; once there is an atmosphere, it must be maintained, once there is a change, it must be made a step forward, once there are results, it must be elevated to a sustainable development trend of the Capital.
The General Secretary clearly stated that it is necessary to continue to maintain a high pace of work, discipline and order must be tightened, ensuring that all policies and decisions are organized and implemented faster, more drastically, and more effectively; promote the role of the heads of Party committees, agencies, and units, truly being the "leader", the center of solidarity, daring to take responsibility, daring to act for the common good; it is necessary to make the spirit of innovation, action and responsibility become a normal, continuous, and sustainable state throughout the political system, not a temporary peak. Each cadre and party member must improve themselves, create work pressure, take practical results as a measure, and take people's satisfaction as a criterion for evaluation.
The General Secretary noted special attention to doing well the work of building the Party and the political system, meeting the requirements of developing the Capital in the new period; urgently thoroughly grasping and effectively implementing the Resolutions and Regulations of a fundamental nature on Party building just passed by the 2nd Central Conference; continuing to tighten discipline and order; strengthening inspection, supervision and control of power; resolutely and persistently preventing and combating corruption, wastefulness, and negativity; thoroughly overcoming the situation of avoidance, shirking, and fear of responsibility; proactively summarizing 1 year of operating the 2-level local government in the Capital, objectively and frankly assessing the achieved results; pointing out shortcomings and limitations in the organizational structure, decentralization, delegation of power, and coordination mechanism; thereby promptly adjusting and perfecting the operating mechanism, ensuring smoothness, effectiveness, and better service to people and businesses.
Regarding the contents of the second phase of supervision, the General Secretary said that the plan to supervise 3 topics: The implementation of the double-digit growth target; the operation of local governments at 2 levels; the implementation of Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation.
