The General Secretary requested the entire army to be steadfast in the principle of the Party's absolute and direct leadership in all aspects over the Vietnam People's Army; focus on building a elite and modern Army; improve the overall quality and combat strength of the entire army; continue to adjust the organization of forces to be lean, compact, and strong; build and develop a national defense industry in the direction of proactiveness, self-reliance, self-strengthening, dual-use and modernity.

The General Secretary requested to thoroughly grasp the viewpoint of protecting the Fatherland "early, from afar", "keeping the country from when the country is not in danger"; to improve the capacity to research, forecast, and correctly assess the situation, and promptly advise the Party and State on countermeasures to successfully handle situations, not to be passive or surprised.

Regarding the role and position of the Vietnam Veterans Association and its members, the General Secretary emphasized that in the face of new requirements of the revolutionary cause, especially in the context of implementing the Resolution of the 14th Party Congress, the responsibility of Vietnamese veterans becomes even more important and heavy.

The General Secretary clearly stated that veterans, regardless of their position, are still "soldiers" on the new front - the front of building and protecting the Fatherland in peacetime. Each veteran, with their prestige, experience and bravery, continues to be a shock force in propagating and protecting the Party's ideological foundation; resolutely fighting against wrong and hostile views; maintaining the belief and revolutionary ideals among cadres, party members and people of all strata, especially the young generation; continuing to promote the core, pioneering, and exemplary role; making worthy contributions to bringing the Resolution of the 14th Party Congress into life; contributing to the successful implementation of the two 100-year strategic goals.

For the contingent of retired generals and senior officers of the army, the Party and the Central Military Commission place special trust and expectations. The responsibility of the comrades is not only to set an example, but also to actively participate in contributing intelligence and experience to the process of planning and organizing the implementation of major Party policies; contributing to maintaining political and social stability, consolidating national defense and security, and building a revolutionary, regular, elite, and modern People's Army.

The General Secretary hoped that comrades would continue to uphold the spirit of vigilance, proactiveness, and sharpness in the struggle to refute wrong and hostile views, resolutely protect the ideological foundation of the Party, protect revolutionary achievements, protect historical truth, and protect the noble image of Uncle Ho's soldiers.

The General Secretary believes that, with the glorious heroic tradition, with the bravery and intelligence of the Vietnam People's Army, the entire army will unite as one, strive to overcome all difficulties and hardships, and excellently complete all tasks assigned by the Party, State and people.
