HCMC - According to General Secretary To Lam, wards now have to create and serve the people, and cannot be burdened with administration and management like before.

On the afternoon of June 29, General Secretary To Lam and the Central Working Group visited the implementation of a two-level local government organization model in Xuan Hoa ward, Ho Chi Minh City.

Here, General Secretary To Lam and the working delegation inspected the Ward's Public Administration Service Center, then worked with the Standing Committee of the Xuan Hoa Ward Party Committee.

Speaking at the meeting, General Secretary To Lam said that Xuan Hoa ward is the first new ward in the country that he directly visited.

Directly inspecting the facility, General Secretary To Lam noted the excitement, agreement, enthusiasm and expectations of cadres and people before the two-level government model officially takes effect on July 1.

According to General Secretary To Lam, in recent times, the arrangement of administrative units and organizational structure has been implemented in the spirit of "running and lining up at the same time", but the speed is very fast, the requirements are very high and has been actively prepared, united, and unified from the central to local levels.

"The approach is very short, the team is very meticulous. We will press the button to deploy the work from July 1. It can be stated boldly: from July 1 is also the end of the first 6 months of 2025 and the beginning of the last 6 months of the year, the entire political system will simultaneously enter a new model, no place before, no place after" - General Secretary To Lam emphasized.

General Secretary To Lam affirmed that the biggest goal of the new apparatus is for the rapid and sustainable development of the country, improving people's lives, building a streamlined, effective and efficient government.

General Secretary To Lam requested that the new ward now must strongly shift its thinking from passive administrative management to a smart governance model, a serving government, a government for the people.

Regardless of what people need or have difficulties, the government must focus on solving them immediately. If it exceeds the authority, it should be promptly reported to Ho Chi Minh City and the Central Government, absolutely do not shirk responsibility.

"It is not allowed to say that this is the job of the ministry, the sector, that is the job of the city. The new ward level cannot be thought of like the old ward level. The ward now has to create and serve the people, it cannot be burdened with administration and management like before" - General Secretary To Lam said.

General Secretary To Lam suggested that ward leaders proactively create favorable conditions for people to work and live with peace of mind. At the same time, continue to promote administrative reform, digital transformation, building a government close to the people, for the people.

In the coming time, General Secretary To Lam requested the Xuan Hoa Ward Party Committee to focus on building and consolidating the Party organization, considering this a top priority task. In particular, it is necessary to successfully organize the first Xuan Hoa Ward Party Congress, creating a solid foundation for the next development stage.

General Secretary To Lam also proposed developing Xuan Hoa ward into a model area for modern urban areas, focusing on developing high-quality trade and service sectors and investing in synchronous and sustainable infrastructure.
