Vietnam - Cambodia established diplomatic relations on June 24, 1967. Over the past time, the two sides have continued to maintain many high-level and all-level contacts within the bilateral framework as well as at multilateral forums.
Party-channel cooperation plays a role in orienting the relationship between the two countries. Important bilateral cooperation mechanisms are organized regularly and continue to be effective. The two sides coordinated to successfully organize the Conference on Cooperation and Development of Border Provinces (in Phnom Penh, November 27-29, 2025) and the 21st Meeting of the Joint Committee on Economic, Cultural, Scientific and Technical Cooperation (in Siem Reap, December 8-9, 2025).
Defense and security cooperation continues to be a pillar, increasingly close and substantive. The two sides affirmed the principle of not allowing any hostile forces to use the territory of one country to harm the security of the other.
Based on the treaties, agreements and agreements of the high-level leaders of the two countries, functional agencies, authorities and people in the border areas of the two sides are actively coordinating to deploy land-based border demarcation and marker planting.
In 2019, the two sides signed two legal documents recognizing the achievements of demarcation and marker planting of about 84% of the land border between Vietnam and Cambodia and are continuing negotiations to resolve 16% of unfinished demarcation and marker planting.
Trade - investment and tourism cooperation is a bright spot, with stable growth. Bilateral trade turnover of 11.33 billion USD in 2025, an increase of more than 11.7% compared to 2024.
Vietnam is currently Cambodia's third largest trading partner (after China and the US) and Cambodia's largest trading partner in ASEAN. To date, Vietnam has 229 valid investment projects in Cambodia with a total registered capital of about 2.94 billion USD, ranking second in 85 areas Vietnam invests abroad (after Laos) and in the top 05 countries with the largest direct investment in Cambodia (after China, South Korea, Singapore and Japan).
The two sides are actively coordinating to achieve the goal of bilateral trade turnover reaching 20 billion USD soon. In the first 11 months of 2025, Vietnam had about 1.11 million tourist arrivals to Cambodia (top the list of countries with tourists to Cambodia); welcoming 614,225 Cambodian tourist arrivals.
Other areas of cooperation in education - training, transportation, culture, health, telecommunications... are also being promoted. Exchanges and cooperation between organizations and mass organizations are maintained and have innovations in form.
