The Ho Chi Minh City People's Committee has just issued a document implementing Official Dispatch No. 7415/BNV-CCVC dated August 31, 2025 of the Ministry of Home Affairs on the personnel assurance plan at the commune level.
The Chairman of the Ho Chi Minh City People's Committee assigned the People's Committees of communes, wards and special zones (collectively referred to as the People's Committees at the commune level) to coordinate with Party committees at the same level to review the number of leaders and managers who are still lacking in professional departments and affiliated units to promptly improve and supplement according to regulations and authority.
Localities will review the current status of civil servant use to arrange civil servants to new job positions in accordance with the expertise and profession of civil servants and according to the requirements of the job position.
At the same time, it is allowed to sign labor contracts for people with capacity and expertise that immediately meet the requirements of the tasks as prescribed in Decree No. 173/2025/ND-CP dated June 30, 2025 of the Government.
Commune-level People's Committees are also required to proactively organize conferences and training to improve skills and professional skills for cadres, civil servants and public employees, ensuring effective implementation of functions and tasks, meeting the requirements of local government operations.
At the same time, the Department of Home Affairs is responsible for reviewing and advising the Ho Chi Minh City People's Committee in allocating staff in accordance with reality; implementing the work of recruiting, selecting or receiving civil servants according to Decree No. 170/2025/ND-CP, prioritizing the recruitment of people with experience and who can immediately take on the task at the grassroots level.
The Department of Home Affairs coordinates with specialized departments and branches to increase training and education for civil servants in specific fields such as information technology and digital transformation, finance, investment, land administration, construction, justice, etc. to meet professional requirements and ensure the effective operation of local authorities at the commune level.
Previously, at the Socio-Economic Conference for August and the first 8 months of 2025 held on September 9, Director of the Ho Chi Minh City Department of Home Affairs Pham Thi Thanh Hien said that after the arrangement of administrative units, many places have fallen into a situation of "over-over and under-reserve" cadres.
The reason is that the payroll was previously allocated mechanistically, not suitable for the practical needs of each locality.
According to Ms. Hien, each commune-level department has only 5 - 7 civil servants but has to take on 4 - 9 complex fields, causing great pressure on the progress and quality of work.
For example, the commune-level cultural department has 8-10 civil servants and 2 department leaders, but must manage 8 different areas, under the scope of many departments such as Home Affairs, Culture - Sports, Health, Science - Technology, Tourism, Food Safety...
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc assessed that the city's two-level urban government model still has shortcomings, notably the shortage of professional staff in the fields of land, construction, environment, project management, finance, etc.
"The uneven allocation of cadres has caused some commune and ward chairmen to resign due to too much work pressure. The city will continue to review and adjust to overcome this situation" - Mr. Duoc emphasized.
