On the morning of March 17, the Ho Chi Minh City Party Committee held a conference to disseminate and propagate the policies of the Politburo and the Secretariat on the arrangement of the apparatus of the political system.
Speaking at the conference, Ho Chi Minh City Party Secretary Nguyen Van Nen said that over the past three months, the Standing Committee of the Ho Chi Minh City Party Committee and the City Steering Committee have focused on leading and directing the implementation of the work of reorganizing the apparatus urgently and drastically.
Up to now, the first phase of this process has been implemented closely, cautiously, on schedule and the apparatus is gradually going into stable operation.
As soon as the Politburo and the Secretariat issued Conclusion 127 on continuing to reorganize the political system, the Standing Committee of the Ho Chi Minh City Party Committee quickly issued conclusions and implementation plans.
One of the important decisions is to temporarily suspend district, county, Thu Duc City Party Congresses and grassroots Party organizations until further direction is given.
The Secretary of the Ho Chi Minh City Party Committee also assigned the Party Committee of the Ho Chi Minh City People's Committee, the Organizing Committee of the City Party Committee and relevant agencies to urgently advise on the plan to merge some provincial-level administrative units, not district-level organizations, and at the same time continue to merge commune-level administrative units according to the general direction of the whole country.
The Standing Committee of the Ho Chi Minh City Party Committee has established a Steering Committee for the arrangement of the apparatus and the reorganization of administrative units at all levels according to the two-level local government model.
The Secretary of the Ho Chi Minh City Party Committee emphasized that this is not just a simple administrative change but a restructuring revolution of the apparatus to meet the development requirements in the new era.
Mr. Nguyen Van Nen affirmed that each cadre, civil servant, public employee and worker in the political system needs to maintain discipline and administrative discipline, not to let stagnation or work interruption occur, affecting the rights of people, businesses as well as the activities of society.
During the reorganization process, each agency and unit needs to review, evaluate the current status of the apparatus, and propose appropriate merger plans. In particular, the assessment of cadres and civil servants must be based on their merits, abilities and strengths, ensuring the right arrangement of people and jobs, minimizing unnecessary disruptions.
The Secretary of the Ho Chi Minh City Party Committee emphasized that the arrangement of the apparatus must be centered on people. Choosing the right people and assigning the right jobs not only helps streamline the apparatus, effectively and efficiently, but also requires impartiality, objectivity and determination from those responsible.
At the same time, the implementation of policies for cadres, civil servants, public employees and workers needs to be resolved appropriately and reasonably, ensuring that no one is disadvantaged or has their legitimate rights affected.

During the implementation of the arrangement, Ho Chi Minh City will strengthen inspection, supervision, and listening to opinions from practice to promptly detect and adjust shortcomings. The city also resolutely handles negative behaviors, lack of democracy, lack of objectivity and unfairness in policy implementation.
The restructuring of the organizational apparatus not only serves the goal of streamlining but also ensures stability to carry out the key political tasks of Ho Chi Minh City in 2025 and the next period.
