On the morning of July 1st, the Politburo organized a national conference to summarize 1 year of operation of the overall organizational model of the political system and the 3-level government model.
Speaking at the bridge point in Ho Chi Minh City, Deputy Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet said that after implementing the policy of merging 3 localities (Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau), Ho Chi Minh City has a total natural area of 6,772.6 km2, a population of over 14 million people, and 168 commune-level administrative units.
The Standing Committee of the Ho Chi Minh City Party Committee recognizes that the implementation of the 2-level local government model in specific conditions cannot be smooth if management methods are not innovated.
The Ho Chi Minh City Party Committee has focused on solutions to connect the city with communes and wards; ensuring that the directing contents of the City Party Committee, People's Council, People's Committee, and City Fatherland Front Committee must reach the commune level as quickly and accurately as possible.
People and businesses have access to the most convenient public services, without having to travel far, without spending much time and effort.
The Ho Chi Minh City Party Committee focuses on implementing 2 key tasks: quickly promoting digital transformation, applying information technology and building a team of commune-level officials and civil servants to meet task requirements.
After organizing the new model, most commune-level cadres and civil servants in Ho Chi Minh City were transferred from the commune level before the arrangement; a part from the district level and a small number were strengthened by the city. Many people assigned to new fields are still inexperienced and unfamiliar with the process and nghiệp vụ of handling work.
To overcome this, Ho Chi Minh City has organized 103 training classes for more than 20,000 turns of commune-level officials and civil servants, of which about 80% of the classes are implemented in the form of direct guidance, "holding hands and guiding".
The Ho Chi Minh City People's Committee also directed departments and branches to send outgoing civil servants to directly support commune levels in some fields; establish a hotline for professional guidance; and issue specialized professional handbooks to serve grassroots officials.
The Ho Chi Minh City People's Council also issued resolutions on supporting housing rental and travel costs for officials and civil servants working far from their residence; health care regimes, and training support. The city also implements reviewing and arranging the contingent of officials and civil servants, strengthening personnel from departments and branches to the commune level associated with arranging the deputy-level contingent at agencies under the city and restructuring civil servants between communes and wards.
Ho Chi Minh City leaders recognize that after one year of operation, the city's political system basically operates stably, smoothly and continuously.
The 2-level local government model brings the government closer to the people, increases the proactiveness of the grassroots level, shortens the process of directing, operating and organizing task implementation, thereby improving the quality of service to people and businesses.
From practical operation, Ho Chi Minh City proposed that the Central Government build a unified data architecture in the entire political system, ensuring that data is standardized, interconnected, shared and exploited effectively, meeting the requirements of "correct, sufficient, clean, living, unified, shared".
The city also requested agencies to continue to improve the National Public Service Portal, coordination system and administrative procedure settlement systems in a unified, interconnected, and stable direction; soon complete shared digital platforms, national and specialized databases, and expand data sharing mechanisms.
Ho Chi Minh City also proposed that the National Assembly and the Government continue to improve the legal system and sub-law documents in a synchronous and unified direction, avoiding overlap, and creating favorable conditions for the implementation process.
The city proposed that the Central Government allow localities to establish 1-2 agencies with functions such as administrative agencies to perform in-depth state management tasks, serving the requirements of local socio-economic development.
