On the morning of June 30, in Hanoi, the Politburo organized a national conference to study, study, thoroughly grasp and implement Resolution No. 10-NQ/TW of the Politburo on economic development with foreign investment capital.
At the conference, Member of the Party Central Committee, Chairman of Hanoi People's Committee Vu Dai Thang presented a paper "Solutions for developing high-quality human resources to create a foundation for attracting investment in science and technology, research and development, innovation, and digital transformation".
According to Mr. Vu Dai Thang, for Hanoi City, thoroughly grasping and implementing Resolution No. 10 is of particular importance. Hanoi is the national political and administrative center, and also the major economic center of the country.
The city determines that the development of high-quality human resources is not only aimed at meeting the development requirements of the city alone but also contributes to building a foundation of knowledge and innovation human resources for the whole country. Thereby affirming the pioneering role of the Capital in implementing the Party's major policies on science and technology and economic development with foreign investment capital.

According to the Chairman of the City People's Committee, Hanoi's biggest advantage is not only the market size, geo-economic location, and infrastructure system that is being strongly invested in, but also the ability to fully converge the components of the innovation ecosystem such as human resource training, scientific research, technology testing, and commercialization of research results.
Through exchanges with large corporations, the Chairman of the City People's Committee said that what businesses are interested in is not only infrastructure and preferential policies but also the ability to access high-quality human resources, research and development environment, connectivity with universities and research institutes, and the ability to deploy new models.
At the same time, investors also have many concerns about the gap between training and business needs, especially FDI enterprises in the fields of high technology, research and development and digital transformation.
The linkage between the state, schools, research institutes and businesses has changed but has not become a regular and substantive operating mechanism; the commercialization of research results and technology transfer, the formation of research groups and leading expert teams are not commensurate with their potential.
From that reality, in the coming time, Hanoi will focus on a number of solutions to improve the quality of high-quality human resources.
First, developing high-quality human resources becomes a core competitive advantage in attracting new generation FDI.
The policy of developing high-quality human resources must not only stop at remuneration but must create an environment for talented people to be able to research, create, cooperate internationally and develop in the long term. The city strengthens the mechanism for ordering scientific and technological tasks, assigning tasks to strong research groups, and supporting experts to participate in solving major issues of the Capital.
Second, training human resources according to the needs of FDI enterprises and strategic technology industries.
Hanoi will strongly promote the substantive linkage model between the State, schools, research institutes and businesses; shifting from training according to the supply capacity of training institutions to training according to the needs of the market, businesses and future technology industries.
The city encourages FDI enterprises to participate in building training programs, ordering training, organizing internships, retraining, skills training and receiving human resources after training.
Third, develop a research and development and innovation ecosystem according to an expanded network model, attracting research and development (R&D) centers, technology centers and high-quality FDI projects.
