On the morning of July 1st, in Hanoi, the Politburo organized a national conference to summarize 1 year of operation of the overall organizational model of the political system and the 3-level government model.
At the conference, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra clearly stated that the 3-level government model has opened up a new development space, strategic vision, constructive thinking, and national development in the new era.
According to the Deputy Prime Minister, after the arrangement, many localities have emerged, achieving many achievements such as Hanoi, Ho Chi Minh City, Hai Phong, Dong Nai, Bac Ninh, Quang Ninh... These are very clear examples of outstanding results that localities have achieved after arranging administrative units at all levels.

In the coming time, the Deputy Prime Minister clearly stated that the Government will focus on 3 core priorities and focuses as follows:
First, continue to build and improve institutions to improve organizational capacity. Over the past year, institution building associated with administrative procedures has been considered an important breakthrough with an unprecedented volume of work for the Government but achieved positive results, creating a foundation and development space for the state administrative system to operate basically smoothly, serving people and businesses.
To date, the Government has issued about 1,300 legal documents; reduced and simplified administrative procedures and business conditions by 40%; the proportion of administrative procedures resolved by the Government and central ministries and sectors is currently only about 27.4%, reaching and exceeding the target.
Second, continue to innovate national governance methods on the basis of promoting decentralization, delegation of power, decentralization of authority, associated with digital transformation; building a digital government, digital government, digital society, and digital citizens.
Third, continue to improve the development space, improve the quality and efficiency of the operation of commune-level governments. In which, localities continue to review and comprehensively assess the development space after arranging commune-level administrative units, ensuring compliance with development requirements.
Forming and developing commune-level urban administrative units and commune-level special urban administrative units or commune-level special economic zones that are the nucleus, growth pole of the province and regional linkage.
Focus on handling areas that are too small in urban space, industrial parks, economic zones, especially areas with high natural and socio-economic connectivity. Regarding this issue, the Government will have guidance and at the same time study to arrange administrative units that do not meet current standards, including 705 administrative units that do not meet standards but must still closely follow basic requirements such as being suitable for cultural, historical, traditional, ethnic, religious, and geographical characteristics.
We will continue to arrange these units. On that basis, after today's conference, the Government will provide specific guidance to complete them completely in 2026," the Deputy Prime Minister informed.
Deputy Prime Minister Pham Thi Thanh Tra also said that the Government will study and coordinate with the Central and local Organization Committees to develop a framework of criteria and standards for commune-level professional departments to propose to competent authorities for consideration, ensuring rationality, streamlining, effectiveness, and efficiency, but at the same time also implementing the arrangement of administrative organizations under provincial-level People's Committees, commune-level People's Committees and public non-business units, promoting autonomy and socialization.
Focus on building a contingent of commune-level cadres and civil servants on par with the tasks. Local Party committees and authorities pay special attention to selecting a contingent of leaders, especially commune-level Party Secretaries and Chairmen with sufficient qualities and capacity, improving quality, and sufficient job structure associated with professional training and fostering, management skills, especially in-depth job positions.
