Ho Chi Minh City disciplines 5 officials for violations related to Thuan An Company

The Ho Chi Minh City Party Committee's Inspection Commission disciplined five officials for shortcomings and violations related to a number of bidding packages implemented by Thuan An Company in Ho Chi Minh City.

On January 21, the Ho Chi Minh City Party Committee's Inspection Commission informed that, regarding projects and bidding packages implemented by Thuan An Group Joint Stock Company (Thuan An Company) and related companies in Ho Chi Minh City, the City Party Committee's Inspection Commission has reviewed and disciplined the Party Committee of the Traffic Construction Investment Project Management Board for the 2020-2025 term with a reprimand.

The Party Committee of the Traffic Construction Investment Project Management Board for the 2020-2025 term violated the principle of democratic centralism and the Party Committee's working regulations; lacked responsibility in leading, directing, inspecting, and supervising the implementation of political tasks, allowing the Traffic Construction Investment Project Management Board to have shortcomings and violations related to a number of bidding packages; and was slow to implement inspection and audit conclusions of competent authorities.

Regarding the individual's responsibility for the above shortcomings and violations, the City Party Committee's Inspection Committee has disciplined 3 party members with a reprimand.

They are Mr. Luong Minh Phuc, Party Committee Secretary, Director of the Traffic Construction Investment Project Management Board; Mr. Le Ngoc Hung, Standing Committee Member of the Party Committee, Deputy Director of the Traffic Construction Investment Project Management Board; Mr. Nguyen Vinh Ninh, former Deputy Party Committee Secretary, former Deputy Director of the Traffic Construction Investment Project Management Board.

Along with that, the City Party Committee's Inspection Committee reviewed and disciplined the Party Committee of the Urban Infrastructure Construction Investment Project Management Board for the 2020-2025 term with a Warning.

The Party Committee of the Urban Infrastructure Construction Investment Project Management Board for the 2020-2025 term violated the principle of democratic centralism and the Party Committee's working regulations; lacked responsibility, loosened leadership, direction, inspection and supervision of the implementation of political tasks, allowing the Traffic Construction Investment Project Management Board to have shortcomings and violations related to a number of bidding packages; had Party members who were key officials violate Party regulations and State laws on anti-corruption and negativity.

Regarding the individual's responsibility for the above shortcomings and violations, the City Party Committee's Inspection Committee has disciplined Mr. Nguyen Hoang Anh Dung, Deputy Secretary of the Party Committee, Chairman of the Party Committee's Inspection Committee, Deputy Director of the Urban Infrastructure Construction Investment Project Management Board, with a reprimand.

At the same time, Mr. Le Thanh Tung, Party Cell Secretary, Head of Project Management Board 4, Urban Infrastructure Construction Investment Project Management Board, was expelled from the Party.

At the Ho Chi Minh City Ring Road 3 project, Thuan An Company is a member of a consortium of 9 companies that won the XL5 package through Thu Duc City with a total contract value of over VND2,300 billion. Of which, Thuan An Company has a consortium share of 26.5% of the contract - equivalent to over VND610 billion.

At the Nguyen Van Linh - Nguyen Huu Tho intersection construction project (District 7), Thuan An Group joined a consortium with 2 other contractors to construct the XL2 package (HC2 underpass) with a total contract value of over 262 billion VND. Of which, Thuan An Company has a consortium ratio of 40% - equivalent to over 105 billion VND.

In addition to the above two projects, Thuan An Company also joined other companies to participate in the construction of packages XL-05 and XL-06 under the project of infrastructure construction and environmental improvement of Tham Luong - Ben Cat - Nuoc Len canal. The contract value of Thuan An in these two packages is about 130 billion VND.
