On January 21, the Executive Committee of the Ha Giang Provincial Party Committee said that the unit had held the 30th Conference to approve reports related to the arrangement and streamlining of the local organizational apparatus.
The conference approved the proposal of the Provincial Party Standing Committee on merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department into a new agency, named the Provincial Party Committee's Propaganda and Mass Mobilization Department.
After the merger, the organizational structure was reduced from 7 departments to 6 departments (a decrease of 14.28%) due to the consolidation of two offices.
At the same time, the number of employees decreased by 5 people, equivalent to 10%, this is the number of employees not used before the merger.
Ha Giang province has also approved a proposal to reorganize and reduce the number of specialized departments under the provincial People's Committee from 19 to 14.
Accordingly, the Department of Planning and Investment and the Department of Finance will be merged into the Department of Finance; the Department of Transport and the Department of Construction will be merged into the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will be merged into the Department of Agriculture and Environment.
Along with that, merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science and Technology; merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs.
In addition, the province at the headland of the country also reorganized a number of departments such as the Department of Health, Department of Education and Training, Department of Culture, Sports and Tourism, and Department of Justice to take on additional state management functions in specialized fields.
At the same time, the Department of Ethnic Minorities and Religions will be established on the basis of reorganizing the Ethnic Minorities Committee and taking over the task of state management of religion from the Department of Home Affairs.
According to the plan, after the reorganization, the organizational structure within the units will reduce 15% of the number of units according to the direction from the Central Government. The payroll will be implemented according to the assigned target for 2025, ensuring no increase compared to the approved number.
Mr. Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee, proposed to quickly end the activities of the Party delegations, Party executive committees, and Party committees of provincial agencies, merge the Propaganda Department and the Mass Mobilization Department, and at the same time, establish a Party committee of the Provincial Party Committee's agencies and a Party committee of the Provincial People's Committee.
The provincial leaders also requested that the departments and branches subject to the merger coordinate closely and implement the project scientifically to avoid work interruptions. At the same time, the district and city Party Committees need to proactively implement the province's roadmap and progress.
Relevant decisions will be officially announced on February 3.
