The trial operation session was connected online from the main bridge point at the headquarters of the Ho Chi Minh City People's Committee to the People's Committees of Ba Ria - Vung Tau, Binh Duong provinces and 168 bridge points in new wards, communes and special zones. This is the final review step before the two-level local government apparatus officially comes into operation.
According to Mr. Lam Dinh Thang - Director of the Department of Science and Technology of Ho Chi Minh City, this trial operation will be simultaneously deployed on 4 important systems: Online television system; Document management system; Reflection and recommendation system 1022 and Administrative Procedures Information System.
The goal of the trial operation is to comprehensively assess the ability to coordinate between units, promptly detect and handle technical and operational problems to ensure a smooth operating system when officially deployed from July 1, 2025, without affecting the operations of people and businesses.
Previously, on June 12, Ho Chi Minh City first tested the 2-level local government model in 102 wards and communes.
Next, on June 22, the city synchronously tested shared digital platforms between government levels. Through two testing sessions, many lessons were drawn, and the arising shortcomings have been initially overcome.
Along with the trial operation, the Chairman of the Ho Chi Minh City People's Committee has requested the People's Committees of commune-level units to urgently issue decisions regulating the functions, tasks, and powers of the Commune-level Public Administration Service Center - the unit that receives and handles administrative procedures for people.
The leaders of the Ho Chi Minh City People's Committee also requested localities to arrange sufficient personnel at the Public Administration Center, in accordance with the approved job position plan. The transfer of civil servants and public employees from specialized departments and offices to work at the Commune-level Public Administration Center must be completed before June 30.
Ho Chi Minh City merged the two provinces of Ba Ria - Vung Tau and Binh Duong to become a new city, still called Ho Chi Minh City.
The new Ho Chi Minh City has an area of over 6,772 km2, a population of over 14 million people, with 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.
According to the plan of the Ho Chi Minh City Party Committee, the ceremony to announce resolutions and decisions on the establishment of the new Ho Chi Minh City; the Ho Chi Minh City Party Committee; and the appointment of personnel for the leadership of Ho Chi Minh City will be held on the morning of June 30.
