On March 20, Deputy Director of the Ho Chi Minh City Department of Home Affairs Nguyen Bac Nam said that from January 1 to now, the Department has received 281 cases of retirement or resignation. Of which, 237 people retired early and 44 people voluntarily quit their jobs.
In February 2025, the Ho Chi Minh City People's Council passed a resolution on additional support for cadres, civil servants, public employees and workers who quit their jobs when the city reorganizes the apparatus and restructures administrative units.
In addition to general policies under Decree 178/2024 of the Government, Ho Chi Minh City has a separate support mechanism for cadres, civil servants and public employees in this field.
The city plans to spend about VND17,000 billion to support 7,159 people subject to streamlining.
However, recently, the Government issued Decree 67/2025 amending and supplementing a number of articles of Decree 178/2024.
In Decree 67/2025, the Government removed Clause 6, Article 19 stipulating that the People's Committees of provinces and centrally run cities will, based on their ability to balance local budgets, submit to the People's Councils at the same level to issue additional support policies for subjects under their management.
The Government also stipulates: "Cases that have been granted additional support policies from local budgets by competent authorities as prescribed in Clause 6, Article 19 of Decree No. 178 before March 15, 2025 will still enjoy this additional support policy".
Mr. Nguyen Bac Nam said that the Department of Home Affairs is advising the Ho Chi Minh City People's Committee to report to the Standing Committee of the City Party Committee to adjust policies in accordance with the spirit of Decree 67/2025.
For the government sector, the Department of Home Affairs is proposing to establish an appraisal council to consider each specific case. The support level will be based on the provisions of Decrees 178/2024 and 67/2025, but also depends on the age, duration of social insurance payment and salary of each individual.
In the Party bloc, the Standing Committee of the Ho Chi Minh City Party Committee recently held a conference to hand over decisions to cadres subject to arrangement and retired cadres.
There are 46 officials who have retired early or retired from work, of which 13 people are allowed to retire early according to the decision of the Standing Committee of the City Party Committee.
In addition, 31 cadres under the management of the Party Committee of the Bloc have received decisions to retire from work. There are currently 2 cases being considered to be resolved according to individual wishes.
Previously, Ho Chi Minh City had completed phase 1 of the process of streamlining the apparatus.
The number of specialized agencies under the Ho Chi Minh City People's Committee decreased from 21 to 16 departments.
In Thu Duc City, the number of agencies under the People's Committee decreased from 16 to 14. In districts and towns, the number of agencies under the People's Committee has decreased from 12 to 10.
On March 18, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc issued urgent instructions on continuing to arrange and streamline the organizational apparatus at specialized agencies, administrative agencies and public service units under the Ho Chi Minh City People's Committee.
Based on Decision 645/QD-UBND of the Ho Chi Minh City People's Committee, relevant units must urgently advise on the project to establish, reorganize or dissolve administrative organizations and public service units under their management.
The proposal dossier must be sent to the Department of Home Affairs before March 28 for appraisal and submission to the Ho Chi Minh City People's Committee for consideration and decision.
