Ho Chi Minh City temporarily suspends the organization of foreign working groups until the end of July 2025, except in special cases that are really necessary to serve important tasks.

The Ho Chi Minh City Department of Home Affairs has just sent an urgent document to the city's departments, branches and sectors; People's Committees of communes, wards and special zones; State-owned enterprises under the Ho Chi Minh City People's Committee and mass organizations assigned by the Party and the State to temporarily suspend the organization of overseas working groups until July 31, 2025.

This is a move to implement Conclusion No. 167-KL/TW and the direction of the Chairman of the Ho Chi Minh City People's Committee on strengthening the management of cadres, civil servants, public employees, and workers working abroad.

Relevant units are responsible for implementing the above conclusions and instructions to all cadres, civil servants, public employees and workers within their management scope. At the same time, it is necessary to thoroughly grasp and direct affiliated agencies and organizations, especially those with the function of advising and approving overseas travel, and strictly comply with the instructions of competent authorities.

Units must strengthen monitoring, inspection and supervision of overseas business trips of cadres, civil servants, public employees and workers. In case of detecting violations, it is necessary to promptly handle or propose competent authorities to strictly handle them according to regulations.

For special cases that are really necessary to work abroad to carry out important and urgent tasks assigned by the Central or the City, agencies and units must urgently report to the Ho Chi Minh City People's Committee for approval.

In particular, it is necessary to clearly state the legitimate reason, the urgency of the working trip and attach relevant supporting documents (if any). Only when the competent authority approves the policy and issues a decision, are cadres, civil servants, public employees, and workers allowed to leave the country.

Previously, the Ho Chi Minh City People's Committee requested Party committees and authorities at all levels to promote their leadership role, maintain regular activities to solve work for individuals and organizations; promptly handle difficulties and problems at the grassroots level, not affecting the lives, production and activities of the people and staff.

Ensure that the ward and commune after the arrangement operate smoothly, synchronously, effectively and efficiently, without interruption of work, without leaving any vacant areas or fields.

The handover of the organizational apparatus, assets, records, documents, etc. and the transfer of responsibilities must be synchronous and timely.

In particular, heads of departments, branches, sectors and units under the Ho Chi Minh City People's Committee, Chairmen of local People's Committees should focus all their time to lead and direct the implementation of work, not going to work abroad until the end of July 2025 (except in special cases).
