On July 8, the Ho Chi Minh City People's Committee urgently sent a document to the heads of departments, branches, sectors and public service units under the city, requesting the urgent implementation of phase 2 of the arrangement of the administrative apparatus and public service units, in accordance with the practical situation after the merger of Ho Chi Minh City with Binh Duong province and Ba Ria - Vung Tau province.
For specialized agencies under the Ho Chi Minh City People's Committee, the Chairman of the Ho Chi Minh City People's Committee assigned heads of departments and branches to proactively coordinate with relevant units to develop a project to reorganize agencies and public service units under their branches. The projects need to ensure compliance with Ho Chi Minh City's reality and be submitted to competent authorities for consideration and decision.
For other administrative agencies, the Ho Chi Minh City People's Committee requires continuing to perform functions and tasks according to current regulations until a new decision is made by the competent authority. After having a decision on the arrangement, the heads of these agencies must proactively coordinate to develop regulations on functions, tasks, powers and appropriate organizational structure to submit to the Ho Chi Minh City People's Committee for approval.
The Ho Chi Minh City People's Committee assigned heads of public service units to urgently review and implement the arrangement according to the approved Master Plan. At the same time, the city also specifically directs a number of departments and branches in charge of related areas.
Department of Construction: Chair the consultation on the arrangement of Project Management Boards and related units.
Department of Agriculture and Environment: Advising on reorganizing the Land Fund Development Center, Compensation and Site Clearance Boards; developing a project to merge the Forest Protection and Development Funds and the Environmental Protection Fund.
Department of Science and Technology: Preside over the development of a project to merge the Science and Technology Development Funds and related units.
Department of Education and Training: Preside over the development of a project to reorganize universities, colleges, secondary schools and vocational education centers.
Department of Culture and Sports: Coordinate with the Propaganda and Mass Mobilization Committee of the City Party Committee and relevant agencies to develop a project to reorganize television and radio stations including: HTV, VOH, PT-TH Binh Duong Station, PT-TH Ba Ria - Vung Tau Station, and at the same time streamline the newspaper and magazine system under the management of the City People's Committee.
Department of Finance: Coordinate with the Ba Ria - Vung Tau Development Investment Fund to rearrange the fund organization model to suit the new city model.
Ho Chi Minh City Trade - Investment Promotion Center: Preside over the development of a project to merge the investment and trade promotion apparatus from the old Ba Ria - Vung Tau province into Ho Chi Minh City; the tourism promotion function will be merged into the Ho Chi Minh City Tourism Promotion Center.
Ho Chi Minh City Digital Transformation Center: Preside over the development of a project to merge the old Binh Duong Digital Transformation Center, the old Binh Duong Smart Monitoring - Operation Center (IOC) and the information technology function from the old Ba Ria - Vung Tau provincial centers into the Ho Chi Minh City Digital Transformation Center.
For Pham Ngoc Thach University of Medicine, Saigon University, Thu Dau Mot University, the Ho Chi Minh City People's Committee requires continuing to perform functions and tasks according to current regulations until there is a reorganization decision by the competent authority. After that, principals of schools must proactively coordinate to develop appropriate organizational and operational regulations for submission for approval.
The Ho Chi Minh City People's Committee emphasized that to ensure progress, heads of agencies and units need to urgently develop and complete the arrangement project, and send it to the Department of Home Affairs before July 21, 2025. On this basis, the Department of Home Affairs will synthesize and advise the Ho Chi Minh City People's Committee to submit to the competent authority for consideration and decision.
