In which, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) and the Ministry of Home Affairs will be merged into the Ministry of Home Affairs and Labor; the state management function of vocational education will be transferred to the Ministry of Education and Training, and the state management function of social protection, children, and prevention and control of social evils will be transferred to the Ministry of Health.
The Government Steering Committee assigned the Ministry of Home Affairs and the Ministry of Labor, Invalids and Social Affairs to develop a merger project (except for functions and tasks transferred to the Ministry of Education and Training, the Ministry of Health, and the Ethnic and Religious Committee).
Perfecting the organizational structure to perform functions, tasks and powers after receiving functions and tasks from the Ministry of Labor, Invalids and Social Affairs (attached with the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs and Labor).
Coordinate with the Ethnic Committee to develop a project to transfer the functions, state management tasks and organizational structure of the Government Committee for Religious Affairs to the Ethnic Committee (after transferring these functions and tasks to the Ethnic Committee to establish the Ethnic - Religious Committee).
Actively coordinate with Ho Chi Minh National Academy of Politics to develop a plan to reorganize the National Academy of Public Administration towards merging into Ho Chi Minh National Academy of Politics.
The Ministry of Home Affairs shall preside over and coordinate with the Government Office to prepare content for Government leaders to work with ministries, ministerial-level agencies, and Government agencies to thoroughly grasp and deploy tasks with ministries and branches that are merged, consolidated, terminated, reorganized, or receive additional functions and tasks.
The Government assigned the Ministry of Labor, Invalids and Social Affairs to propose a plan to perfect the organizational structure to perform the state management function in sectors and fields, including: labor, wages; employment; meritorious people; occupational safety and hygiene; social insurance; gender equality (after transferring this function and task to the Ministry of Home Affairs to establish the Ministry of Home Affairs and Labor).
Proposing a plan to improve the organizational structure to perform the state management function on social protection; children; prevention and control of social evils (after transferring this function and task to the Ministry of Health).
Proposing a plan to improve the organizational structure to perform the state management function of vocational education (after transferring this function and task to the Ministry of Education and Training).
At the same time, transfer vocational training institutions under management to the Ministry of Education and Training for arrangement, restructuring, streamlining, and improving quality and operational efficiency.
Propose a plan to improve the organizational structure to perform functions and tasks on poverty reduction (after transferring these functions and tasks to the Ethnic and Religious Committee).
At the regular Government press conference held on the afternoon of December 7, Chief of Office and spokesman of the Ministry of Home Affairs - Mr. Vu Dang Minh - said that the arrangement and streamlining of the organizational apparatus is an issue that has a great impact on society and requires quick action.
In particular, it is necessary to ensure that there are appropriate policies to resolve the situation for cadres and civil servants in the apparatus who wish and need to transfer to other areas and not continue working in state agencies.
