Meeting voters is a prominent activity demonstrating the connection between National Assembly deputies (NADs) and voters.
Many opinions are wondering about the rights and responsibilities of agencies, organizations and individuals in how to contact voters, especially for the People's Committees (PCs) at the commune level.
This issue is clearly stated in Article 12, Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTTQVN, dated February 20, 2025, detailing the organization of meetings with voters of National Assembly deputies and People's Council (PC) deputies at all levels.
Accordingly, the Provincial People's Committee is responsible for coordinating with the National Assembly Delegation, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level and relevant agencies, organizations and individuals to organize the implementation of the National Assembly Delegation's voter contact plan;
Elect leaders or authorizers in cases where there are multiple points of contact with voters at the same time, participate in the meeting of National Assembly deputies in localities to review, resolve and respond to voters' petitions under the authority of their level;
Direct the People's Committees at the district level to send representatives to lead meetings at the district level and organize propaganda on meetings with voters of National Assembly deputies;
Direct competent agencies to ensure facilities, security, order, and safety for the meetings of National Assembly deputies with voters.
For the People's Committees at the commune level, there are responsibilities such as: Coordinate with the Standing Committee of the Vietnam Fatherland Front Committee at the commune level and relevant agencies, organizations and individuals to organize the implementation of the meeting plan of the National Assembly Delegation;
Arrange favorable locations for National Assembly deputies to meet voters; propagate and mobilize voters in the commune to attend National Assembly deputies' meetings with voters;
Elect representatives of the National Assembly's leaders to attend meetings with voters to review, resolve and respond to petitions of voters under their authority;
Direct competent authorities to ensure security, order, and safety for voter contact activities of National Assembly deputies.
