The Government Office has submitted a draft Decree on implementing the one-stop, one-stop mechanism in handling administrative procedures.
Accordingly, this Decree stipulates the implementation of administrative procedures under the one-stop mechanism at the one-stop department of ministries, branches, and Public Administration Service Centers at the provincial and commune levels and through the National Public Service Portal.
According to the draft decree, the standard for working at the one-stop department at the ministerial, provincial and commune levels is that cadres, civil servants and public employees working here have at least 2 years of experience in the assigned sectors and fields to be monitored and meet the requirements of job positions;
Contract staff are responsible for guiding, receiving and returning results, and supporting the implementation of administrative procedures with a university degree or higher.
Have good qualities, ethics, and a high sense of responsibility in performing assigned tasks;
Having a communication style and attitude, good behavior, gentleness, openness, friendliness, standards, and in accordance with office culture regulations.
As for the responsibility when working at the one-stop department at the ministerial, provincial and commune levels, it is to strictly and fully implement the provisions of this Decree and other relevant legal provisions;
Create favorable conditions for organizations and individuals to carry out administrative procedures;
Guiding organizations and individuals to carry out administrative procedures in a complete, clear and accurate manner; in case of having to request amendments and supplements to documents, only one amendment or supplement is required;
Receive, digitize, process or transfer records, monitor the settlement of administrative procedures to organizations and individuals according to regulations; update received records into management software;
Proactively advise and propose initiatives to improve the settlement of administrative procedures; promptly detect and recommend to competent agencies and individuals to amend, supplement, change or cancel or abolish regulations on illegal administrative procedures that are not feasible or not suitable to the actual situation of ministries, branches and localities;
When working at the one-stop department at the Ministry, provincial and commune levels, cadres with benefits are trained in professional expertise, information technology and behavioral culture, and communicate with organizations and individuals;
To participate in courses on political theory, state management, foreign languages, information technology and other fields at home and abroad according to the provisions of law;
Compensatory leave (if working overtime, working on holidays, Tet, Saturday, Sunday);
Receive salary, allowances, benefits and other regimes and policies (if any) at the agency assigned to the one-stop department.
Ministers, heads of ministerial-level agencies, Chairmen of People's Committees at provincial and commune levels shall decide on the term of performing tasks of cadres, civil servants and public employees assigned to the one-stop department at the ministerial, provincial and commune levels for no less than 6 months and no more than 24 months at each time; except for the cases specified in Clause 8, Article 12 of this Decree.
