The three national target programs for the period 2021-2025 have achieved certain results. Recently, the new rural construction program has had 79% of communes meet new rural standards, 51% of district-level units are recognized as meeting standards or completing the task of building new rural areas; 12 provinces and cities have been recognized by the Prime Minister for completing the task of building new rural areas.
The multidimensional poverty rate in 2024 (according to the multidimensional poverty standard for the period 2022 - 2025) will reach 4.06%, down 1.65% compared to 2023, reaching the set target. The rate of poor households in poor districts is still about 26%; the rate of poor ethnic minority households is still below 13.5%, reaching the target assigned by the National Assembly and the Government.
10 communes with special difficulties in coastal areas, coastal areas and islands have been saved from poverty, especially difficulties; 1 poor district has escaped poverty (A Luoi district, Hue city).
The economic structure has shifted, the livelihoods of ethnic minorities are increasingly diverse and abundant. The number of poor households has decreased rapidly, 25/52 provinces in ethnic minority and mountainous areas have an average poverty reduction rate of over 3%/year, exceeding the target set in the Action Program to implement the Ethnic Work Strategy to 2030.
100% of communes in ethnic minority and mountainous areas have telecommunications infrastructure and are covered by mobile coverage, meeting the communication needs of the people; 98.4% of communes have car roads to the center; 96.7% of ethnic minority households use the national grid; over 90% of communes are covered by radio and television. 100% of communes have kindergartens, primary schools and secondary schools. 99.3% of communes have health stations with 83.5% of commune health stations meeting standards; 69.1% of health stations have doctors, nurses examining and treating people...
Investment policy for the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (DTTS&MN) for the period 2021-2030 was approved by the National Assembly in Resolution No. 120/2020/QH 14.
On that basis, the Prime Minister approved the investment in the Program in Decision No. 1719 dated October 14, 2021 (abbreviated as Program 1719).
The goal is to promote socio-economic development of ethnic minority and mountainous areas, improve the material and spiritual life of people, sustainably reduce poverty and narrow the development gap between regions.
Program 1719 focuses on key goals such as: Promoting economic development, ensuring social security; rapid and sustainable poverty reduction, gradually narrowing the gap in living standards and average income of ethnic minority and underemployed people compared to the national average; comprehensive development of education and training; preserving and promoting the fine cultural identity of ethnic minorities along with eliminating backward customs; implementing gender equality, strengthening the grassroots health system and health care for people.
