On June 3, the Government Office announced that it had issued document No. 4924/VPCP-KGVX conveying the opinion of Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra on submitting to the President to present gifts to people with meritorious services to the revolution on the occasion of the 79th anniversary of War Invalids and Martyrs' Day.
Considering the proposal of the Ministry of Home Affairs in Official Dispatch No. 4664/TTr-BNV dated May 15, 2026 on submitting to the President to present gifts to people with meritorious services to the revolution on the occasion of the 79th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2026), Deputy Prime Minister Pham Thi Thanh Tra has the following opinion:
Authorize the Minister of Home Affairs to submit to the President on the matter of giving gifts to people with meritorious services to the revolution on the occasion of the 79th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2026).
The Ministry of Home Affairs is fully responsible for the content, reported data and proposals, recommendations; ensuring the organization of implementation in accordance with regulations, without allowing waste or negativity to occur.
According to the plan, the gift level of 600,000 VND will be given to people with meritorious services to the revolution who are Vietnamese Heroic Mothers who are receiving monthly preferential allowances and individuals who have decided to be awarded the title of Vietnamese Heroic Mother before July 28, 2026 but have not completed procedures to receive monthly preferential allowances; wounded soldiers, people enjoying policies like wounded soldiers, type B wounded soldiers, sick soldiers with a body injury rate of 81% or more who are receiving monthly preferential allowances; people who participated in the resistance war and were infected with chemical toxins with a body injury rate of 81% or more who are receiving monthly preferential allowances.
Subjects who are relatives of martyrs who are receiving monthly nursing survivor's allowance; relatives of two or more martyrs who are receiving monthly survivor's allowance are also given gifts worth 600,000 VND.
A gift of 300,000 VND is given to people with meritorious services to the revolution who are wounded soldiers, people enjoying policies like wounded soldiers, type B wounded soldiers, and sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances.
War invalids who are enjoying the regime of working capacity loss; people who participated in the resistance war and were infected with toxic chemicals with a body injury rate of 80% or less who are receiving monthly preferential allowances; representatives of martyrs' relatives; people who worship martyrs (in cases where martyrs no longer have relatives).
Subjects who are representatives of martyrs' relatives; people worshiping martyrs (in cases where martyrs no longer have relatives) are also given gifts worth 300,000 VND.
The whole country has 1,563,392 people with meritorious services who are eligible for gifts according to the above 2 levels, with a total budget of 475,879,500,000 VND. This budget has been allocated in the State Budget plan for 2026.
