In his concluding remarks, Prime Minister Pham Minh Chinh requested the urgent concretization and institutionalization of the Party's policies in Resolution 68 of the Politburo on private economic development, so that policies can soon come into life.
The Prime Minister emphasized the need to submit the draft Resolution to the National Assembly immediately at the 9th Session, which is taking place, in order to immediately resolve urgent issues. Determined to achieve the goal of having 2 million enterprises nationwide by 2030, the Prime Minister stated that administrative procedures must be as fast as possible, as simple as possible and at the cost of the least possible, especially in simplifying procedures for establishing enterprises;
There is a mechanism to promote business development to create jobs, create livelihoods for people, such as encouraging and creating conditions for business households to become businesses.
At the same time, specify the contents of Resolution 68 on ensuring full property ownership rights, freedom of business, equal competition rights; promote public-private cooperation in the forms of public leadership - private governance, public investment - private management, private investment - public use.
Promote decentralization for ministries, branches, localities, and investors in placing orders for works and projects for enterprises to implement with the principle of ensuring progress, quality, no capital increase, no corruption, waste, or negativity. The mechanism is open but there must be tools to strengthen supervision and inspection.
In particular, the Prime Minister emphasized that so that people and businesses can be assured to invest, produce and business, need to concretize the content in Resolution 68 on "Compliance with the principle of clearly defining criminal responsibility with administrative and civilians; Specifically between legal entities and individuals in handling violations", ensuring the principle of handling violations, cases of civilian civil, for permission for enterprises, businesses Be proactive to overcome violations and damage.
In cases where the practical application of the law may lead to criminal proceedings or not criminal proceedings, criminal proceedings shall be resolutely not applied; in cases where criminal proceedings are at the level of criminal proceedings, priority shall be given to measures to remedy economic consequences first and is an important basis for considering further handling measures.
Assisting Prime Minister Nguyen Chi Dung continued to direct the drafting of the Resolution, with the spirit of not perfection, not in a hurry, the Prime Minister requested urgently collecting opinions of the business community, continuing to complete the draft resolution in May to submit to the National Assembly at the 9th session, ensuring the requirements under Resolution 68 of the Politburo.
The Prime Minister directed the development of a draft Government Action Program to implement Resolution 68 with a high spirit of determination, great efforts, drastic actions, focus, key points, assigning to ensure "6 clear": Clear people, clear work, clear time, clear responsibilities, clear authority, clear products.
The head of the Government also noted the need to promote and do a good job of communicating policies on private economic development according to the Resolutions of the Politburo, the National Assembly and the Government's Action Program.
