On the afternoon of May 5, the National Assembly discussed in the hall the proposal to amend and supplement a number of articles of the 2013 Constitution; the establishment of a draft committee to amend and supplement a number of articles of the 2013 Constitution.
Speaking, delegate Nguyen Tam Hung (Ba Ria - Vung Tau delegation) said that this amendment and supplement to the Constitution is a historic step, with a profound creativity and institutionalization, laying a legal foundation for continuing to innovate the State apparatus, in line with the development requirements of the country.
According to the delegate, this amendment reshapes the local government organization model, eliminates cumbersomeness and overlap at 3 levels (province, district, commune), reduces intermediate classes to effectively implement the model of a fast, flexible, focused and responsible government.
The amendment also strengthens the role of the Fatherland Front and socio-political organizations, thereby not only being a bridge between the Party, State and people but also being a subject with the power to substantially supervise, criticize policies, and participate in public policy design.
At the same time, it creates a foundation for the arrangement of administrative units at the provincial and commune levels. This is an unprecedented issue but is being urgently raised, and needs to be regulated by the Constitution.
Regarding the establishment of the draft committee to amend and supplement a number of articles of the Constitution, the delegates emphasized the composition of the draft committee proposed as typical people from the Party Central Committee, the National Assembly, the Government, the Fatherland Front and the ministries.
The participants ensure coverage, multidimension, and connection between theory and practice. This amendment sets out the spirit of inheritance and innovation, taking the people as the root.
The delegate suggested proactively developing a wide and scientific social consultation roadmap so that people know, discuss, give opinions, and agree. Develop technical standards in a clear and consistent language direction to avoid having to explain in the future.
In particular, it is necessary to constitute a model of local government at two levels (province, commune) in line with the country's innovation practices to build an efficient, effective and efficient administration; reshaping the national governance mindset, meeting the country's innovation requirements.

Delegate Nguyen Anh Tri (Hanoi Delegation) highly agreed with the proposal for the National Assembly to consider and decide on amending and supplementing a number of articles of the 2013 Constitution and the proposal to establish a draft committee to amend and supplement a number of articles of the 2013 Constitution, the documents have ensured clarity, seriousness and legality.
According to the delegate, collecting people's opinions and absorbing people's opinions is an extremely important and necessary task. Amending and supplementing the Constitution is a very important task, while the implementation time is not much, so consulting with scientists and experts is extremely important.
The delegate said that the Draft Committee needs to organize many seminars with scientists and experts who have participated a lot in the domestic and foreign legislative fields, the Fatherland Front field because they are people with knowledge and experience, will have sharp opinions and good opinions to contribute to the process of amending and supplementing the 2013 Constitution.
