Accordingly, the National Assembly Standing Committee resolved to coordinate with the President, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations to prepare content, develop plans and organize the implementation of the programs of the 9th and 10th Sessions of the 15th National Assembly.
Prepare and organize the 9th Extraordinary Session in February 2025 and, if necessary, promptly consider and decide on important and urgent issues under the authority of the National Assembly; convene and chair sessions as prescribed.
Direct the serious implementation of the provisions of the National Assembly Session Rules; organize the summary of the National Assembly session, at the same time, continue to research, improve, innovate, and further enhance the quality and effectiveness of the National Assembly and National Assembly sessions.
Promote democracy, rule of law, modernity, professionalism, science, publicity, transparency, effectiveness and efficiency in the activities of the National Assembly.
Organize conferences of full-time National Assembly deputies, other meetings and conferences to collect opinions from National Assembly deputies, managers, experts, scientists, practitioners, relevant agencies and organizations on a number of draft laws and other important issues when necessary.
Regarding legislative work, the National Assembly Standing Committee will direct the study, consideration and amendment of relevant laws and resolutions on the reorganization of the state apparatus to submit to the National Assembly at the 9th Extraordinary Session in February 2025.
Review and decide to amend and supplement documents under its authority to ensure smooth operations of agencies after restructuring and streamlining the organizational apparatus; review and give opinions on other draft laws and resolutions according to practical requirements.
Direct the preparation and submission to the National Assembly for consideration and approval of the Resolution on the Law and Ordinance Development Program for 2026, and adjust the Law and Ordinance Development Program for 2025 to promptly institutionalize the Party's policies and guidelines.
Continue to concretize the Constitution, ensure compliance with international treaties, newly issued laws and resolutions, meet the requirements of socio-economic development, ensure national defense and security, and international integration of the country.
Regarding the review and decision on important issues, in 2025, the review of the implementation of Resolution 18/NQ-TW at the agencies of the National Assembly, agencies under the National Assembly Standing Committee, the National Assembly Office and Resolution 56/2017 of the National Assembly on continuing to reform the organization of the state administrative apparatus to be streamlined and operate effectively and efficiently will be directed.
At the same time, direct research and develop projects on innovation and streamlining of the organizational apparatus of the National Assembly agencies, agencies under the National Assembly Standing Committee, and the National Assembly Office, and report to competent authorities for consideration and decision.
Consider and decide within its authority or submit to the National Assembly for consideration and decision a number of issues related to the organization, personnel, regimes and policies at the request of the President, the Government, the Prime Minister; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Secretary General of the National Assembly, Chief of the National Assembly Office...
Review and decide on the allocation and use of increased revenue, expenditure savings and remaining funds of the central budget in 2024 (if any) and some contents related to the financial and budgetary fields under its authority.
