Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 685/TTg-KTTH dated September 10, 2024 of the Prime Minister to the Hai Phong City Party Committee and People's Committee and the Quang Ninh Provincial Party Committee and People's Committee.
The document stated: Hai Phong city and Quang Ninh province are two localities heavily affected by storm number 3.
At meetings and working sessions with the two localities, the Prime Minister planned to support each locality with 100 billion VND from the central budget reserve to overcome the consequences caused by storm No. 3.
However, with the spirit of self-reliance, mutual support and love, the leaders of Hai Phong City and Quang Ninh Province reported that they will proactively balance local resources to overcome the consequences of storm No. 3 and allocate central budget to support other localities with more difficulties.
The Prime Minister acknowledged, commended and highly appreciated the proactive, responsible, self-reliant spirit of Hai Phong City and Quang Ninh Province, the sharing of the two localities with the central budget and the disadvantaged localities affected by storm No. 3.
On the same day, Deputy Prime Minister Ho Duc Phoc signed Decision No. 953/QD-TTg of the Prime Minister to provide rice from the national reserve to support 14 localities affected by storm No. 3 in 2024.
Accordingly, the Deputy Prime Minister of the Government assigned the Ministry of Finance to issue 200 tons of rice from the national reserve free of charge to the Ministries of Public Security and National Defense (100 tons of rice each) to provide relief to people in the following localities: Lao Cai, Hoa Binh, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, Lang Son affected by storm No. 3 in 2024.
Ministry of Finance, Ministry of National Defense, Ministry of Public Security handle it specifically according to regulations.
Deputy Prime Minister of the Government requested the Ministry of Public Security and the Ministry of National Defence to proactively work directly with the Ministry of Finance to organize the reception of national reserve goods in accordance with regulations; direct functional units to actively and proactively coordinate with the above localities to urgently organize relief to ensure timely, appropriate needs, objects, and norms according to regulations, avoiding loss and waste.
The Ministries of Finance and National Defense, according to their assigned functions and tasks, are responsible for the accuracy, basis, information and data of proposed reports.
