Article 7 of Circular 25/2025/TT-BQP of the Ministry of National Defense has mentioned the regimes and policies for military officers in the service of sacrifice and death.

The Ministry of Defense has just issued Circular No. 25/2025/TT-BQP guiding the implementation of a number of articles of Decree No. 21/2009/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Vietnam People's Army Officer on the regime and policies for officers to stop serving in the army; Officers in the five sacrifices and died; The officer in the army moved to professional military personnel or defense officials, amended and supplemented a number of articles in Decree No. 52/2025/ND-CP of 1.3.2025 of the Government.

Article 7 of the Circular has mentioned the regime and policies for officers in the army who have sacrificed or died.

Accordingly, officers in active service who died or died are relatives of officers who enjoy the regime and policies according to the provisions of Article 7 of Decree No. 21/2009/ND-CP.

The one-time subsidy regime for relatives of officers in active service, from the ceiling, is implemented as follows:

The Circular takes example, Comrade Nguyen Van Dat, Senior Lieutenant, his working time in the Army is 10 years and 3 months (calculated as seniority of 10%), having worked in Son Vi commune, Meo Vac district, Ha Giang province (a locality with a special allowance of 100%, converted to 1 year and 4 months) is 3 years and 6 months (the additional time converted to calculate the allowance is 1 year and 2 months), sacrificed on December 10, 2024, and recognized as a martyr.

The monthly salary for social insurance contributions in November 2024 of comrade Nguyen Van Dat is:

Senior Lieutenant's salary (coefficient 5.00): 2,340,000 VND x 5.00 = 11,700,000 VND.

Seniority allowance (10%): 11,700,000 VND x 10% = 1,170,000 VND.

Total: 12,870,000 VND/month.

Comrade Dat's relatives are entitled to a one-time subsidy for their working time; a one-time subsidy for their additional time due to conversion is:

One-time allowance for working time:

Comrade Dat has a working time in the Army of 10 years and 3 months (according to the instructions in this Circular, the working time in the Army is rounded to 10.5 years), the amount is:

12,870,000 VND x 10.5 years x 1 month = 135,135,000 VND.

One-time allowance for additional time due to conversion:

The additional time due to conversion to calculate comrade Dat's allowance is 1 year and 2 months (according to the instructions in the Circular, the additional time due to conversion is rounded to 1 year), the amount is:

12,870,000 VND x 01 year x 1 month = 12,870,000 VND.

Relatives of officers who have died or died in the army are entitled to a one-time subsidy from the State budget, including: Husband or wife; biological father, biological mother, legal guardian; biological father, biological mother, legal guardian of the husband or wife; biological children, legally adopted children.

In case there are no more relatives, the one-time allowance for officers in active service who have died or died shall be implemented in accordance with the provisions of the law on inheritance.
