The current staff arrangement is being implemented based on the guidelines of the Steering Committee for arranging administrative units at all levels and building a 2-level local government organization model of the Government in Official Dispatch No. 03/CV-BCĐ, Official Dispatch No. 09/CV-BCĐ, along with the implementation of Conclusion No. 163 KL/TW130, Conclusion No. 174-KL/TW of the Politburo and the Secretariat.
Accordingly, the Standing Committees of provincial and city Party committees have proactively decided and arranged staff to work in agencies under the government, Party and mass organizations in localities, including the staff of local commune-level governments, in the total staff in 2025 assigned by the Central Organization Committee.
Based on the proposed staffing needs of ministries, branches and localities, the Ministry of Home Affairs coordinates with the Central Organization Committee to develop a draft report proposing staffing for the 2026-2031 period of ministries, branches and localities to report to the Politburo for consideration and decision.
It is expected that the plan will determine the payroll needs for the period 2026-2031 at commune-level administrative units based on arranging civil servants according to the job structure at agencies and organizations at the commune level (adjusted according to criteria on population, specific factors such as mountainous and highland areas).
After the 2026-2031 payroll is approved by competent authorities, the locality will continue to base on the criteria: Job position and workload of each job position; level of modernization of equipment, working facilities and application of information technology; actual use of assigned civil servant payroll; population size, natural area, number of commune-level administrative units and characteristics of political security, order, and social safety to proactively arrange and assign payroll appropriately, ensuring not to increase the number of civil servant payroll assigned by competent authorities in the 2026-2031 period.
At a recent working session with localities, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra said that the Central Government plans to assign staff in the near future, so localities must proactively restructure according to the norms of each type of administrative unit. The arrangement needs to be flexible, suitable to reality, not mechanical, not exceeding the framework.
The Deputy Prime Minister requested to comprehensively review and evaluate the contingent of commune-level cadres, civil servants, and public employees, especially commune-level civil servants; at the same time, the commune level not only serves the people, but also creates development.
In Ho Chi Minh City, in the period 2026-2031, this locality proposed that the Ministry of Home Affairs and the Central Organization Committee report to the Politburo to assign a total of 19,316 staff positions, including: 6,436 provincial-level civil servant positions, 12,880 commune-level civil servant positions.
Regarding the staffing of public employees in public service units in the government sector, in the period 2026-2031, the Ho Chi Minh City People's Committee proposed assigning 140,647 staff positions.
In Thanh Hoa, according to Decision No. 353/QD-UBND, the total staff of cadres and civil servants assigned in 2026 is 10,028 staff, including: 1,896 staff at departments, agencies, and units directly under the Provincial People's Committee; 7,494 staff of commune-level government cadres and civil servants; 638 staff of commune-level Military Command.
The number of people working in administrative organizations and public non-business units in Thanh Hoa is 61,464 people.
In Cao Bang, this locality temporarily assigns staff for cadres and civil servants in agencies of the People's Councils and People's Committees at the provincial and commune levels in 2026, including 3,611 staff, specifically: provincial level 1,212 staff; commune level 2,399 staff.
Temporarily approving the total number of people working and receiving salaries from the state budget in public non-business units in Cao Bang province in 2026 to be 15,376 staff positions.
In Ca Mau, this locality temporarily assigned the number of cadres and civil servants in state administrative agencies and organizations to 4,818 people (provincial level 1,683 people, commune level 2,861 people).
With the number of people working and receiving salaries from the state budget, Ca Mau has 31,976 people (provincial level 7,869 people, commune level 23,751 people).
