The Government has just issued Decree No. 78/2026/ND-CP amending and supplementing a number of articles of Decree No. 174/2024/ND-CP dated December 30, 2024 of the Government stipulating penalties for administrative violations in the field of insurance business.

The head of the inspection team established by the Director of the Insurance Management and Supervision Department has the power to: Issue a warning; fine up to 80,000 VND; suspend operations for a limited time; apply remedial measures according to regulations.
The Director of the Insurance Management and Supervision Department, Head of the inspection team established by the Minister of Finance has the power to: Issue a warning; fine up to 100,000,000 VND; suspend operations for a period of time; apply remedial measures according to regulations.
People's Police soldiers on duty have the right to: Warning; fine up to 10,000,000 VND.
The Team Leader of the People's Police has the right to: Issue a warning; fine up to 30,000 VND; apply remedial measures according to regulations.
The Head of the Commune-level Police has the power to: Issue a warning; fine up to 50,000 VND; apply remedial measures according to regulations.
Heads of professional departments under the Economic Security Department include: Head of Trade and Industry Security Department, Head of Currency Security Department, Head of Traffic and Construction Security Department, Head of Financial and Investment Security Department, Head of Agriculture, Forestry and Fisheries Security Department, Head of Science, Technology and Natural Resources and Environment Security Department; Heads of professional departments under the Department of Administrative Management of Social Order include: Head of Guidance Department, management of weapons, explosives, supporting tools and firecrackers, Head of Guidance Department, management of conditional investment and business lines on security, order and seals, Director of the National Population Data Center; Head of professional departments under the Department of Fire Prevention, Fighting and Rescue Police; Head of Provincial Police Department; Chief of Office of the Provincial Police Investigation Agency... have the right to: Warning; fine up to 80,000 VND; apply remedial measures according to regulations.
Director of the Economic Security Department, Director of the Police Department for Investigation of Corruption, Economic Crimes, and Smuggling, Director of the Police Department for Administrative Management of Social Order, Director of the Police Department for Investigation of Social Order Crimes, Director of the Fire and Rescue Police Department, Director of the Provincial Police, Chief of Office of the Investigation Police Agency of the Ministry of Public Security have the power to: Issue a warning; fine up to 100,000,000 VND; apply remedial measures according to regulations.
Head of the inspection team of the State Bank of Vietnam in the region has the right to: Issue a warning; fine up to 500,000 VND; apply remedial measures according to regulations.
The Chief Inspector of the State Bank of Vietnam in the region has the power to: Issue a warning; fine up to 80,000 VND; apply remedial measures according to regulations.
Chief Inspector of the State Bank of Vietnam, Head of the inspection team established by the Chief Inspector of the State Bank of Vietnam has the right to: Issue a warning; fine up to 100,000,000 VND; apply remedial measures according to regulations.
The Decree takes effect from May 1, 2026.
