The Government has just issued Resolution No. 221/NQ-CP promulgating the Government's Action Program to implement Conclusion No. 76-KL/TW dated July 28, 2026 of the 14th Party Central Committee on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model (program).
The program offers 9 tasks and solutions as follows:
1. Thoroughly grasp and develop a plan to implement Conclusion No. 76-KL/TW and Plan No. 06-KH/TW;
2. Improve institutions, functions, tasks, promote decentralization and delegation of power associated with resources, tools for implementation and control of power, and reduce administrative procedures;
3. Research the construction of special economic zones to create new development space, research the model of commune-level administrative units with a nucleus nature;
4. Research the organizational framework of the state administrative system in accordance with the new model;
5. Review and improve criteria, standards, and economic - technical norms, ensuring resources for commune levels;
6. Arrange and streamline the internal apparatus of ministries and ministerial-level agencies and rearrange and reorganize the network of public non-business units;
7. Restructure and improve the quality of the contingent of cadres, civil servants, and public employees, especially at the commune level;
8. Promote digital transformation, data interconnection, and software standardization to serve the operation of the 2-level model;
9. Effectively handle headquarters, public assets, dossiers, and documents after arrangement.
The Government assigned the Ministry of Justice to preside over and coordinate with relevant agencies (Ministry of Public Security, Vietnam Social Security...) to organize the review and reduction of procedures for confirmation, verification, and requesting opinions and agreements in resolving dossiers, especially paying attention to reducing based on data and electronic interconnection of state agencies, minimizing pushing responsibility to people and businesses; ensuring unity, interconnection and efficiency in the process of resolving administrative procedures for people and businesses (completed in October 2027).
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice and ministries and ministerial-level agencies to amend, supplement or propose to competent authorities to adjust legal regulations related to the organizational structure (completed in October 2026).
The Ministry of Finance presides over updating and completing the system of legal documents on mechanisms, norms, and criteria for budget allocation to commune levels; guiding the decentralization of management of public assets and infrastructure assets of public service units after arrangement (completed in October 2026).
Regarding the arrangement and streamlining of the internal apparatus of ministries and ministerial-level agencies and the arrangement and reorganization of the network of public non-business units, the Resolution requires ministries and ministerial-level agencies to implement the arrangement of the internal organizational apparatus in sync with decentralization and delegation of power (completed in October 2026).
The Ministry of Science and Technology presides over and perfects the institution on digital transformation, developing digital human resources to meet digital transformation requirements; supplementing sanctions for agencies, organizations, and individuals who do not complete their tasks in digital transformation (if subjective) - implemented regularly.
