On September 17, the Government Office announced that it had just issued Document No. 8740/VPCP-QHDP conveying the opinion of Deputy Prime Minister Le Thanh Long on handling the proposal of Tuyen Quang province at the meeting of General Secretary To Lam on August 14.
Regarding the support of VND14,000 billion to invest in the Tuyen Quang - Ha Giang expressway project (Tan Quang section - Thanh Thuy International Border Gate) in 2028, the Deputy Prime Minister requested Tuyen Quang province to urgently approve the project investment policy.
The province accurately determines the need for capital support, sends it to the Ministry of Finance for synthesis, and reports to competent authorities for consideration and decision in the medium-term public investment plan for the period 2026-2030.
Regarding the support of VND1,118 billion to invest in the new Provincial General Hospital project in Vi Xuyen, the province urgently completed the Provincial General Hospital which has been supported by the central budget for investment in the period of 2026-2030.
On that basis, the province is studying the suitability to invest in a new Provincial General Hospital in Vi Xuyen, avoiding waste or investment but lacking operational capacity.
Regarding the support of VND6,000 billion to invest in upgrading and renovating national highways in the province; key traffic routes and regional connecting routes connecting border gates, National Highway 4C to northern communes, development axes in 2027, the province needs to base on the principles, criteria, and capital allocation norms in the medium-term public investment plan and instructions of the Ministry of Finance.
On that basis, arrange the priority order of allocation among the announced capital according to regulations, in which it is necessary to pay attention to selecting truly urgent projects with focused and key investment, and report to competent authorities for consideration and decision.
Regarding the investment in the Tuyen Quang - Ha Giang expressway project phase 2 (section through the old Tuyen Quang province) with a scale of 4 lanes, the Deputy Prime Minister requested the province to focus on disbursing the capital allocated in 2025 for the project (phase 1) to ensure the progress of completing the project's goal of opening the route in 2025.
At the same time, for the project (phase 2), the province reviews and calculates the expected demand for the plan to arrange support capital from the central budget in the medium-term public investment plan, sends it to the Ministry of Finance for synthesis and reporting to competent authorities according to regulations.
Regarding investment in the route from Tuyen Quang City (old) to Phu Luong Commune (connecting with IC5 intersection, Noi Bai - Lao Cai Expressway), the province will base on the principles, criteria, and capital allocation norms in the medium-term public investment plan for the period 2026-2030 and the guidance of the Ministry of Finance to arrange the priority arrangement of the allocated capital according to regulations, report to competent authorities for consideration and decision.
The Deputy Prime Minister assigned the Ministry of Finance to preside over the synthesis of the province's investment capital support needs to consider balancing and arranging them in the medium-term public investment plan to ensure compliance with the balancing capacity of the central budget and the provisions of the law on public investment, and report to competent authorities according to regulations.
Regarding the establishment of a project to build, restore and embellish revolutionary historical relics in the Tan Trao Special National Historical Relic Site, the Deputy Prime Minister requested the province to base on Decree No. 208/2025/ND-CP of the Government to implement in accordance with regulations.
