The Government issued Decree No. 137/2025/ND-CP dated June 12, 2025, regulating the division of authority of local authorities at both levels in the fields of culture, sports and tourism.
For the field of printing, basic information and electronic information, the Decree determines the authority to manage declarations and operations of photocopy service facilities; basic information activities; management of public electronic game service providers.
In particular, the Decree stipulates the organization of implementation of strategies, programs, and plans for developing grassroots information in localities and implementation of the information, reporting, and statistical regime for grassroots information activities according to the provisions of law and instructions of the Provincial People's Committee as prescribed in Clause 1 and Clause 5, Article 39 of Decree No. 49/2024/ND-CP dated May 10, 2024 of the Government regulating grassroots information activities implemented by the People's Committees at the commune level.
Notably, the issuance, amendment, supplementation, extension, re-issuance, and revocation of Certificates of eligibility to operate public electronic game service providers in the area as prescribed in Point a, Clause 3, Article 62, Decree No. 147/2024/ND-CP dated November 9, 2024 of the Government on the management, provision, and use of Internet services and information on the network shall be implemented by the People's Committees at the commune level.
Regarding the proposal to recognize a provincial-level tourist area, the Decree stipulates: The submission of the application for recognition of a provincial-level tourist area as prescribed in Point a, Clause 2, Article 27 of the Law on Tourism shall be carried out by the People's Committee of the commune where the tourist area is located or the tourist area management organization.
The preparation of a dossier to propose recognition of a provincial-level tourist area for tourist areas located in areas with 2 or more commune-level administrative units as prescribed in Clause 3, Article 27 of the Law on Tourism shall be carried out by a provincial-level tourism professional agency.
The dossier, order, and procedures for proposing recognition of provincial tourist areas shall comply with the provisions of Clause 1 and Clause 2, Article 27 of the Law on Tourism.
