New proposal for workers to receive a Certificate of Merit from the Prime Minister

The Ministry of Home Affairs has proposed a new standard for workers to receive a Certificate of Merit from the Prime Minister.

The Ministry of Justice is reviewing the draft Decree on determining the authority of the internal affairs sector when organizing two-level local governments drafted by the Ministry of Home Affairs.

According to the submission, the Ministry of Home Affairs said that this draft decree stipulates the division of authority in internal affairs when organizing two-level local governments; the order and procedures for implementing administrative procedures when determining authority from district-level authority to commune-level and provincial level.

The draft Decree consists of 6 Articles and 1 Appendix. The Appendix of the draft Decree amends, supplements and repeals for 149 provisions in 23 documents.

In the field of emulation and reward, the Ministry of Home Affairs proposes to amend and supplement Point c and Point d, Clause 2, Article 73 of the Law on Emulation and reward.

Accordingly, the Prime Minister's Certificate of Merit is awarded or posthumously awarded to workers, farmers, and laborers who strictly comply with the Party's guidelines, policies, and laws of the State and meet one of the following standards:

Workers have initiatives that bring high value benefits, have an influence in the commune level and contribute to training, fostering, and helping colleagues to improve their professional qualifications and skills.

Farmers with an effective and stable production model for 2 years or more, with an area of influence in the commune level and helping other farming households develop the economy, creating jobs for workers

Currently, point c and point d, clause 2, Article 73 of the Law on Emulation and Commendation stipulate:

Workers have initiatives that bring high value benefits, have an influence in the district-level area and contribute to training, fostering, and helping colleagues to improve their professional qualifications and skills;

Farmers with an effective and stable production model for 2 years or more, with an area of influence at the district level and helping other farming households develop the economy and create jobs for workers.
