The Ministry of Home Affairs is seeking people's opinions on the draft Decree amending and supplementing a number of articles of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government on the organization, operation and management of associations.
Notably, the Ministry of Home Affairs proposed the responsibility of commune-level People's Committees in the draft Decree.
Accordingly, the commune-level People's Committee is responsible for managing, inspecting, and examining the compliance with the law on associations and the association's charter operating within the commune.
Inspect financial and asset activities, resolve complaints and denunciations, and handle violations of property, finance, and accounting for associations operating within the commune.
Commending or proposing competent authorities to commend associations, organizations, and individuals with achievements according to the provisions of law.
Resolving complaints, denunciations and handling violations related to administrative decisions and public service activities of cadres and civil servants in organizations under the commune-level People's Committees in accordance with the law.
Consider and decide to assign tasks to the association to operate within the commune scope in accordance with the association's field of operation.
Annually, summarize and report to the Provincial People's Committee on the situation of organization, operation and management of association activities within the commune.
Updating the association database according to management decentralization and coordination in building, operating, and managing the database on commune-wide association activities.
The Chairman of the Commune-level People's Committee exercises the authority to recognize the advocacy committee for establishing associations; authorize the establishment, congress, division, separation, merger, consolidation, dissolution, renaming, and approval of charters; suspend operations for a limited time, and allow resumption of operations for associations operating within the commune.
