In Resolution No. 122/NQ-CP of the regular Government meeting in April 2026, the Government requested to urgently complete the arrangement of residential groups, villages, hamlets and public non-business units according to the direction and guidance of the Central Government.
Implementing the direction of the Secretariat and the Government, localities are proactively reviewing and preparing good conditions to implement the arrangement of villages and residential groups according to the Central Government's policy, ensuring synchronization with the 2-level local government model.
The arrangement must be associated with consolidating the organization, improving operational efficiency at the grassroots level, maintaining stability of the situation and creating consensus among the people.
The general orientation is to arrange in the direction of streamlining focal points, reducing the number of villages and residential groups, ensuring compliance with the scale, characteristics and conditions of each region.
Recently, the Standing Committee of the Ho Chi Minh City Party Committee approved the policy on rearranging units under the grassroots level. Accordingly, residential groups and people's groups will be rearranged.
The policy of rearranging grassroots units will help Ho Chi Minh City streamline the organizational structure and reduce the number of positions receiving monthly allowances in each area.
The Ho Chi Minh City Department of Home Affairs is assigned to preside over and coordinate with relevant agencies to advise and guide the arrangement of villages, residential groups, neighborhoods and non-specialized staff in communes, wards, and special zones in accordance with the Central Government's policy and the actual situation of the city.
In Hanoi, rural areas with 500 households or more will establish villages; in urban areas with 700 households or more, residential groups will be established.
For non-specialized officials in villages and residential groups, the Government's policy is to assign localities to balance to ensure regimes and policies.
According to the Ministry of Home Affairs, after the process of merging and arranging administrative units at all levels, the number of villages and residential groups of commune-level administrative units has increased, and at the same time, many villages and groups do not meet the criteria.
Previously, each commune had 5-7 villages and hamlets; now one commune has more than ten villages and hamlets. Therefore, the requirement is to arrange the village organization to streamline focal points and improve the operational efficiency of villages and residential groups in accordance with the 2-level local government model.
Currently, the Ministry of Home Affairs is developing a plan to arrange villages and residential groups to submit to competent authorities. After competent authorities have opinions, the Government will have a decree guiding provinces and cities to organize implementation.
Also according to the Ministry of Home Affairs, the orientation of this work is not to affect people's lives, arranging associated with perfecting institutional policies for the non-specialized staff working here.

At the preliminary conference on 1 year of implementing the 2-level local government model, Secretary of the Lam Dong Provincial Party Committee Y Thanh Ha Nie Kdam requested urgent review and good preparation of conditions for deploying the arrangement of villages, hamlets, and residential groups.
Similarly, at the preliminary conference on 1 year of implementing the arrangement of administrative units at all levels and the activities of local authorities at 2 levels, Da Nang City Party Secretary Le Ngoc Quang requested the development of a project to arrange and consolidate villages and residential groups associated with arranging party cells and village and residential group front committees in accordance with the actual situation at the grassroots level, to be completed before June 30.
