According to the report of the Department of Fire Prevention, Fire Fighting and Rescue Police, in recent years, the unit has organized periodic and surprise inspections to ensure fire prevention, fire fighting and rescue safety in accordance with the provisions of law for 100% of facilities under management.
Thereby, on average, every year, hundreds of thousands of shortcomings, shortcomings, and violations at risk of fire, explosion, incidents, and accidents have been detected and required to be remedied, eliminating tens of thousands of administrative violations in the field of fire prevention and fighting.
Basically agreeing with the draft Law on Emergency situation, the representative of the unit also said that in current reality and forecasting cases of natural disasters that are close to or to the point of declaring a state of emergency, the handling requires a lot of forces and means from many sectors to participate.
Meanwhile, the arrangement of forces and means in many sectors is still intertwined, overlapping or not synchronous, leading to scattered investment, training, and response drills that have not been focused on and implemented regularly and methodically.
The construction of elite security forces to be ready to respond to complex situations still has many limitations and shortcomings.
Therefore, the unit recommends studying and calculating the construction of forces, equipping vehicles and perfecting the mechanism of unifying command, mobilizing forces and means and ensuring conditions for forces and means to respond to emergency situations faster and more effectively.
At the same time, it is specifically institutionalized in the Law. In addition, it is necessary to study and supplement the content of the principle of operating in an emergency: " prioritize all resources for the enforcement force and implement measures in an emergency".
The survey team of the National Defense, Security and Foreign Affairs Committee asked the unit to clarify the contents such as: The boundary between the implementation of the level of 3 civil defense and the emergency situation is clear, whatever is required in the Draft Law or not.
The determination of the level and threshold for declaring a state of emergency is not clear or there are problems with mechanisms, information policies and coordination to mobilize forces and means to participate in handling;
In addition, how should the assignment, decentralization of direction and command for handling situations be unified in the draft Law?
At the meeting, Lieutenant General Nguyen Hai Hung - Deputy Chairman of the National Defense, Security and Foreign Affairs Committee - said that the units' opinions and proposals were acknowledged to continue completing the report of the Law on the Law on the National Assembly.
