On August 14, the Party Committee of Phuong Duc commune (Hanoi) held the 1st Congress of Delegates for the 2025-2030 term.
With the motto "Solidarity - democracy - discipline - breakthrough - development", the Congress orients the Party Committee, government, armed forces and people of all walks of life to arouse will, aspirations, promote intelligence, focus all resources, proactively innovate, build sustainable, modern communes, people are happy, together with the Capital and the country to enter an era of development, prosperity and power.
Phuong Duc commune aims to maintain and exceed the annual state budget revenue according to the city's assigned plan by 2030; the growth rate of total product value in the area (GRDP) reaches 10% or more; average income reaches about 125 million VND/person/year.
Every year, strive to have 90% of households and 90% of villages and hamlets recognized and maintain the titles of "Cultural Family", "Cultural Village"; 100% of public preschools, primary schools, and high schools meet national standards, of which about 30% meet level 2 standards; the health insurance coverage rate reaches 97%; introduce and support job creation for 520 workers; complete 100% of military recruitment targets; meet advanced new rural standards.
Regarding Party building, strive for the Commune Party Committee to fulfill its tasks well or better every year; 90% of grassroots Party organizations complete their tasks well (of which 20% complete excellently), no weak organizations; more than 90% of Party members complete their tasks well and admit new Party members every year at 3%.
Speaking at the Congress, Ms. Bui Huyen Mai - Member of the Standing Committee of the Hanoi Party Committee, Party Committee Secretary, Chairman of the People's Council of Thanh Xuan Ward, Head of the 14th Working Group of the City Party Committee - agreed with the draft Political Report, especially the 14 main targets, 4 key tasks, 2 breakthroughs and 4 groups of solutions. At the same time, it suggested 5 contents for the Party Committee to study and implement.
Ms. Bui Huyen Mai requested the Commune Party Committee to improve its comprehensive leadership capacity, be flexible in management, and resolutely organize implementation; promote the spirit of self-reliance, self-reliance, innovation, and creativity, maintain the people's trust to successfully complete the goal.
Immediately after the Congress, the Executive Committee of the Commune Party Committee organized propaganda, disseminated the Resolution, developed a full-term program and specific plans, ensured feasible solutions, a clear roadmap, and determined to put the Congress Resolution into practice.
The Congress also announced the Decision to appoint the Party Executive Committee, the Standing Committee; Secretary, Deputy Secretary; Inspection Committee of the Commune Party Committee for the 2025-2030 term.
Accordingly, Mr. Le Van Binh - Chairman of the People's Committee of the old Phu Xuyen district - was appointed to hold the position of Secretary of the Party Committee of Phuong Duc commune, term 2025-2030.
In June 2023, Mr. Le Van Binh (born in 1976) was elected Chairman of the People's Committee of Phu Xuyen district (old).
Not long after taking office, the District Chairman presented the idea of "Phu Xuyen So" with livestream sales sessions, turning "each roof of the house into an electronic booth".
He is the one who directly teaches people how to talk in front of cameras, record videos, take product photos and write advertising content. Many people are gradually merely selling online, the economy is increasingly stable.
Phu Xuyen, from a poor district with a revenue of 147 billion VND in 2023, has increased to more than 1,000 billion in 2024, an increase of 7 times. In the first 6 months of 2025, Phu Xuyen district's revenue reached nearly 5,000 billion VND. Many production households recorded 5-10 times increased revenue.
Mr. Binh once shared with the press: "The position has changed, but it is not necessary to care for the people. The responsibility of cadres is to keep their heart, inspire those around them to serve the people, and develop the locality day by day".
